Role Overview:
Our Defence client requires professional procurement and contract management services through appropriately qualified and experienced procurement specialist.
Scope of Services
This role will provide ongoing specialist procurement and contract management support, including but not limited to:
Planning, scheduling and estimating activities required to deliver contract amendments and associated procurement outcomes.Preparing and maintaining procurement, contracting and contract management documentation, including contract change proposals (CCPs), contract variations, work orders, evaluation and approval documentation, governance artefacts and other contract administration records.Providing contract management and commercial advisory services in relation to a major supply Contract, including the development and implementation of contract change proposals as directed by the Defence Contract Manager.Liaising with Defence stakeholders, including subject matter experts, Defence Legal, Defence Privacy, the Non-Materiel Procurement Branch and other relevant governance authorities.Supporting governance, assurance and compliance activities associated with procurement and contract management processes.Identifying, analysing and managing procurement, commercial and contractual risks throughout the contract change process.Supporting stakeholder engagement, consultation and negotiation activities with internal and external parties to facilitate contract outcomes.Preparing high-quality written materials, including briefs, submissions, procurement documentation, governance papers and correspondence in accordance with Commonwealth legislative and policy requirements.
Required Services
The Procurement Specialist will:
Provide strategic, specialist and qualified advice on complex Commonwealth procurement, contracting and commercial matters.Act as an expert advisor on the interpretation and application of the Public Governance, Performance and Accountability Act 2013 (PGPA Act), Commonwealth Procurement Rules (CPRs) and other relevant procurement legislation, policy and guidance.Develop, review and provide advice on procurement, contracting and contract management documentation required to support contract amendments.Identify procurement and commercial risks and implement appropriate mitigation strategies.Conduct and maintain risk assessments and risk management activities associated with the procurement and contract change process.Negotiate and collaborate with internal and external stakeholders to identify, escalate and resolve issues affecting delivery outcomes.Prepare, review and quality assure procurement and contract documentation to ensure compliance with Commonwealth procurement requirements.Provide timely and accurate advice to support Defence decision-making and governance processes.Support the development, approval and implementation of all required contract variations and associated documentation necessary to transfer the identified work packages to the end user.
Required Skills and ExperienceQualifications and Experience - Holds a Bachelors degree relevant to procurement,
contract management or commerce or similarly regarded qualification or substantial relevant experience of between 10+ and 15 years.Commonwealth Procurement Expertise — Strong knowledge of the PGPA Act, Commonwealth Procurement Rules, Defence procurement frameworks and non‑materiel procurement processes, with the ability to interpret and apply legislation in complex commercial environments.Specialist Contract Management Capability — Demonstrated experience preparing, reviewing and administering contract amendments, variations, CCPs, work orders and governance artefacts within major Commonwealth supply contracts.High‑Level Stakeholder Engagement & Negotiation — Strong capability to consult, negotiate and collaborate with Defence stakeholders, legal advisors, SMEs and external suppliers to resolve issues and support delivery outcomes.Exceptional Written Communication & Assurance Skills — Ability to produce high‑quality briefs, submissions, procurement documentation and governance papers, ensuring accuracy, compliance and alignment with Commonwealth policy requirements Baseline Security Clearance Required
Desirable Qualifications and Experience• Certificate IV in Procurement and Contracting (or higher).• Experience in procurement and contract management within a Defence environment.• May hold professional body certification in area(s) of specialisation.
