Opportunity
Join our North Sydney team as an experienced Environmental Manager supporting the Western Harbour Tunnel (WHT) and Sydney Harbour Tunnel (SHT) Asset Management Services Contract. You will lead environmental management systems, ensure compliance with legislative and client requirements, and translate environmental approvals into practical operational controls. Working with TFNSW, operational teams and subcontractors, you will embed environmental risk management and sustainability across maintenance, renewals and asset lifecycle activities.

Key Responsibilities
Environmental Compliance & Systems
- Lead the implementation and ongoing improvement of the Environmental Management System (EMS)
- Interpret and implement Ministerial Conditions of Approval (CoA), EIS, REF and other environmental approval commitments
- Develop and maintain environmental compliance registers and systems that provide clear traceability from obligations through to implementation and verification
- Embed environmental requirements into Environmental Management Plans (EMP), operational procedures and contractor work practices
- Ensure compliance with TFNSW Environmental Protection Specifications, including G36,
and relevant environmental legislation
Environmental Assurance
- Oversee environmental inspections, monitoring and audit programs
- Verify compliance with approval conditions, Environmental Protection Licence (EPL) requirements and contractual obligations
- Monitor contractor performance and ensure environmental controls are effectively implemented in the field
- Manage environmental incidents, investigations and corrective actions
Risk Management
- Identify environmental risks associated with operational and maintenance activities
- Integrate environmental obligations into risk registers and asset management systems
- Monitor the effectiveness of environmental controls through inspections, audits and performance reporting
- Drive continual improvement through proactive risk management and assurance activities
Governance & Reporting
- Maintain compliance monitoring, reporting and assurance systems
- Ensure environmental non‑conformances are investigated and corrective actions implemented
- Prepare accurate environmental reporting for TFNSW, regulators and internal stakeholders
- Support regulatory inspections and client audits
Safety, Health, Environment & Quality (SHEQ)
- Promote a Zero Harm culture and ensure compliance with SHEQ policies and legislation
- Deliver environmental training, coaching, and continuous improvement initiatives
Leadership & Collaboration
- Build effective relationships with clients, regulators, contractors, and operational teams
- Provide environmental leadership,
technical advice, and coaching to support business objectives
About You
You are an experienced environmental qualified with a background in major infrastructure, ideally roads, tunnels or transport assets. You thrive in operational environments and are skilled at translating complex environmental obligations into practical solutions.
Essential Requirements
- Degree in Environmental Science, Environmental Engineering, Sustainability or related field
- White Card and Incident Investigation training
- Proven experience in environmental or SHEQ roles within major infrastructure
- Experience implementing Ministerial Conditions of Approval (CoA), EIS/REF commitments and environmental compliance requirements
- Strong knowledge of environmental legislation, EPLs, ISO 14001 and compliance systems
- Experience developing environmental frameworks, registers, audits and reporting processes
- Practical understanding of TFNSW Environmental Protection Specifications, including G36
- Experience applying environmental controls in construction and operational environments
- Ability to integrate environmental requirements into asset management and operations
- Strong stakeholder engagement, communication, leadership and coaching skills
Desirable
- ISO 14001 Lead or Internal Auditor qualification
- Experience in road, tunnel, motorway or transport operations
- Experience working with TFNSW and environmental regulators
