About Pacific Labour Mobility Support Program

The Pacific Australia Labour Mobility (PALM) scheme is a signature initiative for the Australian Government that enables workers from 9 Pacific Island Countries (PICs) and Timor-Leste to work in priority sectors in Australia. The Pacific Labour Mobility Support Program's (PLMSP) role is to provide the Department of Foreign Affairs and Trade (DFAT) and governments in 9 PICs and Timor-Leste with support to enable workers to access PALM scheme in inclusive ways that maximise the benefits for the workers and national economies while minimising risks from labour mobility participation. Palladium is contracted to deliver PLMSP on behalf of DFAT.

This Opportunity

We're looking for an experienced Gender-Based Violence (GBV) Program Coordinator to bring our Preventing and Responding to Gender-Based Violence in the PALM Scheme initiative to life across the Pacific and Timor-Leste.

This is a meaningful, hands‑on role for someone who has experience working in GBV prevention and/or response, has a strong understanding of the Pacific and/or Timor Leste context and is ready to take ownership of a significant body of work - without stepping into a line‑management role. You'll be part of a small team focussed on GBV under our broader GEDSI program: designing and delivering activities, building partnerships, shaping training and resources, and making sure our approach is culturally grounded, evidence-based, and genuinely useful for PALM workers, their families and the communities they come from.

You’ll work closely with our GEDSI team, contribute to the wider PLMSP GEDSI Strategy, and engage directly with DFAT, DEWR, faith‑based organisations, GBV service providers and partners across Australia, the Pacific and Timor‑Leste. It’s a role with real scope, real influence, and a real opportunity to shape how GBV is addressed in one of Australia's most important regional programs.

This is a fixed‑term opportunity, based in Brisbane, Canberra or Suva, with a flexible hybrid arrangement (minimum 50% in‑office presence each week).

What you’ll be doing

- Designing and delivering the GBV activities under our annual plan – including training, resource materials, awareness events,



partnerships and research – in line with DFAT standards and our GEDSI Strategy.
- Making sure activities stay on track and on budget, and that risks are identified, managed and escalated early.
- Building and nurturing partnerships and networks relevant to GBV in the PALM scheme in Australia, the Pacific and Timor‑Leste.
- Working alongside the GEDSI Manager to coordinate with DFAT and DEWR on GBV prevention and response approaches in the PALM scheme.
- Ensuring GBV prevention, response and risk mitigation are effectively integrated across other parts of PLMSP, and supporting flagship GEDSI team activities as needed.
- Bringing your technical expertise to bear by developing and facilitating GBV educational materials that work in Pacific/Timor Leste cultural contexts.
- Sharing your knowledge generously – buddying and mentoring more junior colleagues and contributing to a robust team culture.
- Exploring how AI, data and technology can help us work smarter and better.

About you

You’re an experienced GBV prevention and response practitioner who is equally comfortable rolling up your sleeves to deliver an activity and stepping back to think strategically about how it fits into the bigger picture. You bring sound technical judgement, cultural sensitivity, and the kind of interpersonal skills that earn trust quickly with a wide range of stakeholders.

You will bring:

- A tertiary qualification in a relevant discipline such as Social Work, Gender Studies, International Development, Community Development, Anthropology or a related social science.
- Solid professional experience in GBV prevention and/or response programming – we welcome applications from candidates with a few years of relevant experience right through to seasoned individual contributors.




- Technical depth in GBV prevention and/or response in the Pacific and/or Timor‑Leste; experience in the Australian context is also a plus.
- Strong facilitation skills, including developing and delivering GBV educational and training materials that translate well across cultures.
- Excellent interpersonal and stakeholder engagement skills, with the ability to build credibility across cross‑cultural and multi‑agency settings.
- Experience managing budgets and resources to deliver activities on time and to standard.
- Solid risk management, liaison and coordination skills.
- Confident written communication and report‑writing skills.
- Highly developed organisational skills, with the agility to balance and prioritise multiple workstreams and stay calm under pressure.
- A genuine commitment to safeguarding, integrity, and ethical development practice.
- Take ownership of a high‑impact, high‑visibility portfolio within a flagship Australian Government program.
- Work directly with DFAT, DEWR, and regional partners across the Pacific and Timor‑Leste.
