The Chance

The Commercial Procurement Section within Portfolio Branch is ASD’s specialist procurement delivery cell. It is comprised of a group of commercial and procurement specialists responsible for providing hands on support to major procurement activities, provision of procurement, commercial and contract management advice, as well as the development of bespoke learning artefacts and delivery of training to uplift the Agency’s procurement and commercial capability.

The Commercial Procurement Section is seeking an experienced ASD 6 Procurement Advisor and an EL1 Senior Procurement Advisor to support a number of key initiatives. The ASD6 and EL1 Procurement Advisors will lead complex procurement activities and provide advice on a broad range of commercial matters in accordance with ASD and Defence policies, and the Commonwealth Procurement Rules, giving consideration to the context in which ASD operates.

The accountabilities of the roles will include:

ASD 6 Procurement Advisor

- Provide advice and support for procurement planning, tendering, contract formation and contract management activities while ensuring compliance with Commonwealth Procurement Rules, instructions, legislation, procurement policies, processes and procedures
- Build, sustain and encourage productive relationships across ASD, and be confident in communicating with a diverse range of stakeholders adjusting your style and approach to individual needs.
- Support business improvement – have an eye for opportunity and creating efficiencies in procurement team processes and with ASD business
- Draft and review contracting correspondence including commercially sensitive reports, submissions, proposals and other documents as required.
- Work collaboratively with the team, stakeholders and subject matter experts to establish and finalise contracts and resolve contracting issues that may arise.

EL1 Senior Procurement Advisor / Assistant Director, Commercial Procurement





- Act as a key point of contact for ASD business areas to engage with the Commercial Procurement Section and ensure business areas efficiently and effectively navigate procurement processes in line with policy requirements.
- Manage and lead a team, including providing clear and consistent communication, setting clear performance and behavioral standards, managing performance, delegating responsibility and guiding and developing people
- Drive business improvement – have an eye for opportunity and driving efficiencies throughout team processes and with ASD business areas when it comes to procurement, contracting and probity management
- Manage, lead and be accountable for procurement planning, tendering and contract formation and contract management activities while ensuring compliance with Commonwealth Procurement Rules, legislation, procurement policies, processes and procedures
- Develop and implement procurement related documentation including templates, schedules, correspondence, reports, submissions, plans and strategies, risk and performance reviews and other contract documentation.
- Manage, lead and provide expert advice, assistance and services for procurement policy, technical, commercial, legal, financial investigation and other requirements as applicable in order to support contract management outcomes
- Translate and apply legal principles, legislative and mandatory policy compliance obligations and critical commercial risk and performance requirements related to procurement and contract management.

Our Ideal Candidate

Our ideal candidate for the role will be a strong people leader with several years’ experience leading procurement outcomes in a Commonwealth Agency. You will have well-developed leadership skills, written and verbal communication skills, including negotiation skills. You will have in-depth knowledge of the Commonwealth Procurement Rules and supporting instructions.

Under limited direction, our ideal candidate will lead a range of contracting and procurement activities, demonstrating their experience, knowledge of and compliance with legislative frameworks, government decision-making and the Australian Signals Directorate’s mission and policy requirements. The ability to analyse procurement policies and guidance and communicate direction to business areas is critical.

Our ideal candidate will work independently with a high degree of autonomy and accountability and as a member of an experienced and professional team, for the achievement of agreed outcomes. Candidates will be expected to exercise both initiative and judgement in the interpretation of policy and in the application of ASD-specific practices and procedures.
