About the Market Operations Branch

The Market Operations Branch plays a central role in shaping a safe, diverse, and high-quality NDIS provider market. It consists of three core teams:

• Provider Registrations

• Audit and Monitoring

• Worker Screening and Market Coordination

These teams work together to register providers, assess and monitor auditors, and lead NDIS worker screening nationally.

Provider Registration

The Provider Registration team performs a wide range of activities designed to develop a diverse, vibrant and high-quality NDIS market supporting NDIS participants. The team manages the registration process that incorporates the NDIS Practice Standards and suitability assessments and administers the national audit scheme. Further, the team provides education, guidance, and best practice information to NDIS providers to support compliance with registration requirements.

Audit and Monitoring

The Audit and Monitoring teams support the delivery of the NDIS Commission Approved Quality Auditor Program. The team ensures high-quality audit services that provide robust assessments of NDIS providers, conformity with the NDIS practice Standards and provider compliance with their registration related obligations.

Worker Screening and Market Coordination

The Worker Screening & Market Coordination team is responsible for delivering high-quality support for participants and providers through national operational leadership of NDIS worker screening, data custodianship of the NDIS worker screening database, facilitating the use of worker screening information to manage risks for participants and managing publication of Commission compliance and enforcement decisions.

APS5 Audit Program/Registration Monitoring/Registration/Worker Screening Officers work independently, under limited direction, to deliver a range of regulatory, operational, project and compliance activities that support the Commission's provider registration, audit, monitoring and worker screening functions. The role applies sound judgement and a strong understanding of relevant legislative frameworks, policies and regulatory requirements to assess information, provide evidence-based advice, engage with stakeholders and contribute to a high-quality, risk-informed regulatory approach that supports the safety and quality of NDIS services.

Duties may include, but are not limited to, the following:

- Undertake complex regulatory, operational, audit, monitoring, registration or worker screening activities in accordance with relevant legislation, policies, procedures and business processes.
- Assess, analyse and interpret information to identify risks, determine appropriate regulatory actions and develop sound, evidence-based recommendations and advice.
- Prepare high-quality reports, briefs, correspondence, notices and other documentation to support operational, project and regulatory decision-making.
- Build and maintain productive relationships with internal and external stakeholders, providing accurate advice, education and support on regulatory requirements and operational processes.
- Identify, manage and escalate risks, issues and non-compliance matters,



contributing to consistent and proportionate regulatory outcomes.

Eligibility

It is desirable for the occupant to have:

- an understanding of contemporary regulation and how it applies in the context of disability and human-rights
- proficiency in the use of common office software, such as Outlook, Office Suite, and MS Teams, and the ability to learn and apply role specific systems to support provider registration activities and identify opportunities for business improvements
- Knowledge of the National Disability and Insurance Scheme and the NDIS Quality and Safeguards Framework.
