Our client is a central ACT Government agency responsible for leading whole-of-government procurement, commercial strategy and procurement reform across the Territory
They are seeking an experienced procurement leader to join a high-profile transformation program on one of the ACT's most significant digital transformation programs - delivering a contemporary Cloud Campus through strategic ICT procurement and market engagement.

Role Description

Working within Procurement ACT, you will lead the procurement strategy and delivery of multiple complex ICT procurements supporting the Cloud Campus Program.
This is a highly visible role requiring strong commercial judgement, executive stakeholder engagement and the ability to manage complex sourcing activities from procurement strategy through to contract execution.

Responsibilities

- Lead end-to-end procurement of complex ICT solutions, software and technology services
- Develop procurement strategies, market approaches and evaluation methodologies
- Prepare and manage RFT documentation and procurement artefacts
- Partner closely with Digital Canberra and senior executives throughout procurement activities
- Lead market briefings, supplier engagement and commercial negotiations
- Deliver high quality procurement advice across governance, legislation and policy
- Develop performance-based contracts and support successful contract execution
- Manage multiple concurrent procurement projects within agreed timeframes
- Contribute to procurement capability uplift across the department and Procurement ACT




- Support strategic procurement reform initiatives and value-for-money outcomes

Skills & Experience

- Extensive experience delivering complex ICT procurement within Government or other highly regulated environments
- Strong knowledge of public sector procurement legislation, governance and commercial frameworks
- Demonstrated experience delivering strategic sourcing initiatives, RFTs and contract negotiations
- Experience procuring enterprise technology including SaaS, cloud platforms or large-scale digital solutions
- Excellent stakeholder management skills with experience working across executive, technical and vendor groups
- Strong commercial acumen with the ability to balance governance, risk and delivery outcomes
- Highly developed written communication skills with experience preparing procurement documentation and executive briefings
- Ability to manage multiple complex procurement activities simultaneously

Desirable

- ACT Government procurement experience
- Experience across higher education, digital transformation or enterprise technology programs
- Procurement qualifications or relevant tertiary education in Business, Commerce, Law or Procurement

Hybrid working arrangement (3 days onsite required)
