HOBAN Recruitment is seeking an experienced EL1 Specialist Advisor, Employment Suitability & Workforce Integrity to support a federal government organisation with strengthening workforce integrity, personnel security, and suitability practices across the employee lifecycle.

Positions can be located in any client location across Australia.

This is an exciting opportunity for a seasoned professional to lead the development of contemporary suitability frameworks, provide expert advice on complex workforce matters, and drive best-practice integrity and personnel security outcomes across a nationally dispersed organisation.

About the Role

As the EL1 Specialist Advisor, you will provide specialist expertise in employment suitability, personnel security, workforce integrity and governance. You will lead strategic initiatives, deliver expert risk-based advice, and contribute to the development of robust frameworks that support informed and defensible workforce decisions.

Key responsibilities include

- Leading the design, implementation and continuous improvement of workforce suitability frameworks across the employment lifecycle.

- Providing expert advice on complex suitability, vetting and integrity-related matters.

- Strengthening pre-employment screening practices and supporting their integration into recruitment processes.

- Developing and implementing risk-informed approaches to ongoing workforce suitability monitoring.

- Identifying and managing workforce integrity risks, including positions with elevated access or security requirements.

- Reviewing and enhancing policies,



procedures and guidance materials relating to personnel security and workforce integrity.

- Preparing high-quality executive briefings, decision papers and strategic advice.

- Building strong stakeholder relationships across People & Culture, Legal, Risk, Audit, Fraud, Cyber Security and operational areas.

- Leading complex workstreams, mentoring staff and promoting a culture of integrity and ethical behaviour.

About You To be successful in this role, you will bring:

- Demonstrated experience across the personnel security lifecycle.

- Strong understanding of the Protective Security Policy Framework (PSPF) and its application to recruitment, onboarding, ongoing suitability monitoring and workforce management.

- Significant experience in personnel vetting, employment suitability assessments, workforce integrity or related security functions.

- Proven ability to interpret complex personal information and assess suitability against established standards and risk criteria.

- Experience developing and applying structured assessment frameworks, methodologies and governance processes.

- Exceptional analytical and written communication skills, including the preparation of suitability assessments, briefs and decision records.

- Strong stakeholder engagement skills with the ability to influence and provide trusted advice at all levels.

- Demonstrated ability to handle sensitive and confidential information with professionalism, discretion and integrity.

- Highly developed judgement and decision-making capability, balancing risk, procedural fairness and operational requirements.

- Experience leading reforms, governance activities, program delivery or capability uplift initiatives.

- Certificate IV in Government Security (Personnel Vetting) will be highly regarded.
