Our client, WARRRL (WA Return Recycle Renew Ltd), the not-for-profit organisation behind Containers for Change, is committed to delivering meaningful environmental and social outcomes across Western Australia.
With WARRRL's core refund point, logistics and processing contracts approaching expiry, the organisation is undertaking a comprehensive supply chain transformation to shape the Scheme's future operating model. This newly created role will lead the strategic transformation program that brings that vision to life.
About the Role
Reporting to the Chief Operating Officer (COO), you'll lead the design and delivery of WARRRL's future operating model, ensuring the Scheme continues to meet the needs of communities across Western Australia while supporting future growth, improved customer outcomes and operational efficiency.
This is a highly strategic leadership role combining transformation, commercial and program leadership. You'll lead a multidisciplinary project office, bringing together workstreams across operating model design, commercial and financial analysis, procurement, legal, probity, stakeholder engagement, change management, data, technology and operational transition.
Working closely with the COO, Executive Leadership Team, Board and key stakeholders, you'll establish the structure and delivery framework for the program, coordinate internal specialists and external advisers, progress key decisions through governance forums and work with Operational leadership teams to ensure critical Scheme services continue uninterrupted throughout the transition.
About You
You're an accomplished transformation leader with strong commercial and program leadership capability. You thrive in complex environments where the path forward isn't always clearly defined and are comfortable leading through ambiguity,
bringing structure and momentum to large-scale strategic programs.
You have exceptional stakeholder management skills and a proven ability to influence Executive Leadership Teams, Boards and governance committees while building trusted relationships across internal and external stakeholders. You balance strategic thinking with practical delivery and have a track record of translating complex business challenges into successful outcomes.
Experience working within distributed operating models, franchise-style or network-based organisations will be highly regarded, particularly where multiple delivery partners, commercial relationships or geographically dispersed operations are involved. Exposure to the waste, recycling, logistics, supply chain, circular economy or broader environmental services sectors will be advantageous, although candidates with experience delivering comparable enterprise transformation programs in other industries are encouraged to apply.
Experience leading or supporting technology-enabled transformation, digital adoption and embedding current ways of working across an organisation or distributed network will also be highly regarded.
Key Responsibilities
- Lead the discovery and design of potential future operating model and roadmap.
- Establish the framework, delivery approach and integrated program plan.
- Co-ordinate multidisciplinary workstreams across commercial,
procurement, legal, technology, data, stakeholder engagement, change management and operational transition.
- Co-ordinate internal specialists, external advisers and delivery partners.
- Progress recommendations through Executive Leadership, Board and committee decision points.
- Oversee an EOI, tender and contracting process from development to execution.
- Manage program risks, issues, dependencies and stakeholder expectations.
- Ensure the future operating model is successfully implemented while maintaining continuity of critical Scheme services.
Why Apply? This is a rare opportunity to lead a high-profile transformation program with significant strategic influence and exposure across WARRRL's executive leadership and governance forums. You'll play a key role in shaping the future of the WA Container Deposit Scheme and leave a lasting legacy for communities across Western Australia.
This is a fixed-term contract through to December 2027, aligned to the delivery of this transformational program. Beyond this initiative, WARRRL has an exciting technology and digital transformation agenda and, for the right person, there is genuine potential to continue contributing to the organisation's longer-term transformation journey beyond the initial contract.
If you're ready to lead a transformational program with genuine strategic impact, we'd love to hear from you. For a confidential discussion, please contact Melissa Brookes at a&co; Recruitment Partners on [0461 556 064](tel:0461 556 064) or email

We're working to tight project timeframes, so we encourage interested candidates to apply as soon as possible, as applications will be reviewed as they are received.
