An exciting opportunity exists for an experienced Change and Release Manager to play a key role in delivering major digital transformation initiatives that support community safety and government service modernisation across the Northern Territory.

You will lead quality assurance, release management, deployment planning, and operational readiness activities across a diverse portfolio of ICT projects. This includes providing leadership and governance support for significant initiatives.

This is a highly visible role requiring strong stakeholder engagement, excellent organisational skills, and the ability to coordinate delivery activities across complex technology environments.

About the Role

As the Change and Release Manager, you will be responsible for ensuring ICT solutions are delivered to agreed quality standards and successfully transitioned into production environments. You will work closely with project managers, technology teams, vendors, business stakeholders, and operational support teams to establish deployment frameworks, coordinate release activities, manage risks, and drive continuous improvement.

The role is critical to ensuring operational readiness and successful adoption of new systems and services across government agencies.

Key Responsibilities

- Lead quality assurance,



release management, and deployment activities across multiple ICT projects.
- Develop and maintain quality management frameworks, release processes, deployment standards, and governance controls.
- Coordinate release schedules and deployment activities to align with project milestones and business priorities.
- Facilitate testing, operational readiness assessments, and go-live approvals.
- Manage deployment execution, environment readiness, release validation, and post-production support activities.
- Identify and manage deployment, quality, and release risks, issues, and dependencies.
- Produce governance artefacts, quality metrics, deployment documentation, and executive reporting.
- Collaborate with project teams, vendors, and stakeholders to ensure successful project outcomes.
- Champion continuous improvement across testing, release management, and deployment practices.

About You

- You are a proactive and highly organised ICT delivery professional with a strong background in quality assurance, release management, deployment coordination, or a related discipline. You thrive in complex environments and are comfortable working across multiple projects while engaging stakeholders at all levels.
- Tertiary qualifications in Information Technology, Computer Science, Information Systems, Project Management, or a related field.
- Proven experience in quality assurance,



release management, deployment management, or similar ICT delivery roles.
- Robust understanding of Software Development Life Cycle (SDLC), testing methodologies, change management, and deployment processes.
- Demonstrated experience coordinating releases and deployments within complex enterprise ICT environments.
- Experience developing and implementing quality assurance, release, and deployment frameworks and standards.
- Strong understanding of risk, issue, dependency, and change management practices.
- Experience working with tools such as Azure DevOps, Jira, ServiceNow , or comparable platforms.
- Exceptional stakeholder engagement, communication, planning, and problem-solving skills.
- Ability to manage competing priorities and deliver outcomes in fast-paced project environments.
- Experience preparing executive reports, governance papers, and project status updates.
- Experience delivering ICT projects within government or highly regulated environments.
- Exposure to complex integration programs and multi-system ecosystems.
- Knowledge of Agile, DevOps, and ITIL methodologies.
- Experience supporting production releases, operational readiness activities, and business transition programs.
