Who is STAR Community Services?

STAR Community Services is an award-winning not-for-profit supporting elderly and people with disabilities since 1996. We provide affordable, reliable aged care and disability services—including Support at Home, NDIS, transport, social activities, and companionship—to help clients live independently and stay connected. With help from dedicated staff and local volunteers, we serve Redlands, Ipswich, Logan, Gold Coast, and Toowoomba.

Purpose of the position The Training & Development Officer is responsible for coordinating, delivering and monitoring training and development activities across STAR Community Services to support a skilled, compliant and capable workforce.

Working within established organisational policies, procedures and legislative requirements, the position coordinates employee learning and development, delivers organisational induction programs, facilitates internal training, administers the organisation's Learning Management System (LMS), monitors mandatory training compliance and maintains accurate training records.

The role works collaboratively with managers to identify workforce learning needs, coordinate learning activities and ensure employees & volunteers complete mandatory training and competency requirements. The position exercises judgement in coordinating day-to-day training operations, resolving routine issues and supporting continuous improvement of learning and development practices.

WE REQUIRE Certificate IV in Training and Assessment, being one of the following nationally recognised qualifications:

- TAE40110 Certificate IV in Training and Assessment(including any required upgrade units);
- TAE40116 Certificate IV in Training and Assessment; or
- TAE40122 Certificate IV in Training and Assessment.

Key Responsibilities

1. Training Coordination

- Coordinate the day-to-day delivery of STAR's training and development program across all service areas.
- Develop and maintain annual and ongoing training schedules in consultation with managers.
- Coordinate internal and external training activities to ensure employees have access to mandatory and role-specific learning.
- Ensure training activities are delivered within agreed organisational timeframes.
- Coordinate venues, resources, equipment and attendance requirements for training sessions.

1. Workforce Induction

- Coordinate and facilitate organisational induction programs for all new employees.
- Deliver induction sessions covering organisational values, policies, procedures, systems, mandatory compliance requirements and workplace expectations.
- Ensure all mandatory induction requirements are completed prior to employees commencing independent duties.
- Maintain induction records and monitor completion of all required documentation.
- Review induction materials regularly to ensure information remains current and reflects organisational and legislative requirements.

1. Internal Training Delivery

- Independently deliver in-house training programs using recognised adult learning principles.
- Facilitate practical and theory-based learning sessions that support workforce capability and service quality.
- Deliver workplace training including, but not limited to:
- Manual Handling
- First aid
- CPR
- Adapt training delivery methods to suit varying learning styles and operational requirements.
- Assess participant understanding and provide additional support where required.

1. Learning Management System Administration

- Administer STAR's eLearning platform.
- Allocate mandatory learning modules to employees according to role requirements.
- Monitor employee completion of mandatory eLearning modules.
- Follow up outstanding learning with employees and managers.
- Provide assistance to employees experiencing difficulties accessing or completing online learning.
- Maintain accurate electronic learning records within organisational systems.

1. Mandatory Training Compliance

- Monitor organisational compliance with mandatory training requirements.
- Maintain the organisational Training Matrix and associated compliance registers.
- Coordinate refresher training for mandatory qualifications before expiry.
- Monitor compliance relating to, but not limited to:
- First Aid
- CPR
- Manual Handling
- Fire Safety
- NDIS Worker Orientation
- Organisation-specific mandatory learning
- Notify managers of overdue or outstanding mandatory training requirements.
- Assist managers to achieve and maintain workforce compliance.

1. Training Administration

- Maintain accurate and confidential training records.
- Record attendance,



competencies and qualifications within organisational systems.
- File training documentation in accordance with record management requirements.
- Prepare monthly training reports for management.
- Produce reports identifying:
- Mandatory training completion
- Outstanding training
- Induction completion
- Compliance rates
- Expiring qualifications
- Support audit activities by providing accurate training documentation.

1. Learning Resource Development

- Develop, review and update training materials, presentations, participant guides and learning resources.
- Ensure training resources reflect current legislation, organisational policies and operational procedures.
- Update learning materials following legislative or organisational changes.
- Recommend practical improvements to existing learning materials.

1. Workforce Capability Support

- Work collaboratively with managers to identify employee learning and development requirements.
- Coordinate role-specific training pathways for new and existing employees.
- Support employees in developing the knowledge and skills required to perform their duties safely and effectively.
- Provide advice regarding available learning opportunities and mandatory development requirements.
- Encourage participation in professional development activities.

1. External Training Coordination

- Liaise with Registered Training Organisations (RTOs) and external training providers.
- Coordinate external training bookings and participant enrolments.
- Ensure external training providers meet organisational requirements.
- Coordinate training resources and facilities required for externally delivered programs.
- Evaluate externally delivered training through participant feedback.

1. Continuous Improvement

- Evaluate training effectiveness through participant feedback and learning outcomes.
- Identify opportunities to improve training delivery and learning resources.
- Participate in continuous improvement activities relating to workforce development.
- Assist with implementation of improvements to training processes within existing organisational procedures.
- Contribute to maintaining quality learning practices across the organisation.

1. Communication and Operational Support

- Maintain positive working relationships with managers, employees and external training providers.
- Provide timely advice regarding training schedules, mandatory learning requirements and compliance obligations.
- Respond to employee enquiries relating to training and professional development.
- Work collaboratively across service areas to support organisational learning objectives.
- Promote a positive learning culture through professional communication and support.

1. Other Duties

- Undertake other duties consistent with the classification, skills and purpose of the position, as reasonably directed by Management.
- Participate in organisational meetings, projects and working groups relevant to learning and development.

Maintain professional knowledge through ongoing learning and development activities

Key Performance Indicators

1. Training Program Planning

· Ensure timely, effective, and comprehensive delivery of in-house training programs (First Aid, CPR, Manual Handling, and other required topics) to employees.

· A total of 100 workers to complete First Aid and CPR (or other accredited training) in-house training, to satisfy the requirement of 100 student completions per annum during the term of the agreement with Allens Training Pty Ltd o Training Completion Rate: Percentage of employees who complete scheduled training sessions on time. Target: 95% completion rate within the designated time frame.

o Participant Satisfaction: Average rating from employee feedback surveys on the effectiveness of the training (scale of 1-4). Target: 80%.

1. Mandatory Training Compliance

- Maintain 100% assignment of mandatory training to all workers based on role requirements.
- Achieve and maintain 95% or greater organisational compliance with mandatory training requirements.
- Ensure expired mandatory qualifications are identified and communicated to managers prior to expiry

1. Learning Management System

- Maintain accurate learning records with 100% data accuracy.
- Ensure mandatory eLearning completion is monitored and reported monthly.
- Respond to employee LMS support requests within two business days.

Training Delivery

- Deliver internal training programs in accordance with the annual training schedule.
- Ensure all scheduled internal training sessions are appropriately resourced and delivered.

- Maintain accurate and complete training records, attendance registers and competency documentation.
- Prepare monthly training compliance reports within agreed reporting timeframes.
- Support internal and external audits with complete and accurate documentation.

1. Continuous Improvement

- Review learning resources annually or following legislative or organisational changes.
- Implement approved improvements to training resources and induction materials within agreed timeframes.
- Contribute practical recommendations to improve training processes and workforce capability.

Qualifications &/Or Experience

Essential:

- Certificate IV in Training and Assessment, being one of the following nationally recognised qualifications: TAE40110 Certificate IV in Training and Assessment (including any required upgrade units); TAE40116 Certificate IV in Training and Assessment; or TAE40122 Certificate IV in Training and Assessment.
- Demonstrated experience coordinating and delivering workplace training and induction programs.
- Demonstrated experience facilitating both face-to-face and online learning.
- Experience administering a Learning Management System (LMS) and monitoring mandatory training compliance.
- Demonstrated ability to prepare reports and maintain accurate electronic records.
- Well-developed computer skills, including Microsoft Office Suite and online learning platforms.
- Excellent written and verbal communication skills.
- Ability to organise competing priorities and meet deadlines with minimal supervision.
- Must hold a current first aid and CPR qualification. Or willing to obtain the certificationwithin a reasonable time frame.

Desireable

- Experience within the aged care, disability, community services or not-for-profit sector.
- Experience delivering training for : First Aid, CPR, Manual Handling or other workplace training programs.
