Senior Development Manager (NSW/ACT)

Private Energy Partners (PEP) is a dedicated affiliate of Quinbrook, a specialist investment manager focused exclusively on the infrastructure needed to drive the energy transition in Australia, North America and the UK/Ireland. We are specialist project developers, builders, and operators supporting the delivery of innovative energy infrastructure solutions that create long-term value for Quinbrook and its many stakeholders.

Reporting to the Head of Project Development, Australia, you will be accountable for developing Private Energy Partner’s (PEP) developments within the New South Wales (NSW) and Australian Capital Territory (ACT) region.

Based in the ACT, or Southern Sydney (either on-site, key contractors’ office, WFH), this Senior leader role is responsible for the overall development of large-scale energy storage projects from Origination through to Financial Close and into construction and representing PEP as the key project leader and “face of the project”.

In addition, you will also be responsible for supporting origination opportunities within the ACT and NSW region in accordance with Quinbrook Infrastructure Partners’ (Quinbrook) investment strategy.

The initial projects are early stage 500-750MW 8hour Battery Energy Storage Systems (BESS). PEP is currently securing additional sites for the development of large-scale energy storage or low carbon generation, and this role will be required to support origination of these projects and commence development activities when endorsed by the Investment Committee (IC) within the NSW and ACT Region.

Key Accountabilities

- Overall management of the development of assigned developments including any additional identified data centre or other identified development opportunities through to Financial Close and Construction.
- Support members of the technical team to develop layouts throughout the development process including supply and management of relevant technical information and report.




- Support, with Manager Stakeholder and Community, consultation with landowners, key stakeholders, negotiation of agreements, legal dealings, and other correspondence as required.
- Support the management of external consultants to undertake studies throughout the development process.
- Support the stakeholder consultation process with local and/or State planning authorities, other regulators, general public, landowners, and other stakeholders.
- Support the production of environmental approval documents (DA, EIS, ESO), Workplace Protection and Biodiversity Conservation referrals and any other statutory applications required for project development.
- Provide on-ground support for project needs across environmental approvals, stakeholders and land access functions.
- Work together with members of the technical team to support the electrical grid connection process.
- Work together with members of the project financing team to support the financial close process.
- Provide continued support for projects during pre-construction, construction and operation as required.
- Work effectively across multidisciplinary teams to understand project requirements and objectives and ensure team members are connected, and information is being shared and risks being managed.

Responsibilities

- Project management, direction, overall coordination and reporting, including budgeting, scheduling, risk identification, mitigation and execution strategies for the region.
- Supporting the preparation of investment approval requests to Quinbrook’s Investment Committee and reporting to Quinbrook investor.




- Building and maintaining high‑performing relationships with all stakeholders and internal and external consultants.
- Integration with Private Energy Partners’ delivery team to facilitate handover to and execution of construction activities

Experience

- Essential - 5 + years’ experience in large infrastructure project development, renewable, mining or processing plant development within the ACT or NSW Context
- Essential – Demonstrated experience leading large stakeholder engagement programs across community, traditional owners and government agencies
- Preferred - experience in energy and infrastructure technology development, contracting and deployment
- Preferred - Experience in grid connection and transmission connection process from enquiry phase to R0 and final R2 testing and signoff

Education

- Essential - degree in electrical engineering, law, environment, planning.
- Preferred – formal Project Management Qualifications, CPEng/RPEQ.
- Current Drivers License.

Capabilities

- Proficient communication and written skills.
- Well-developed analytical, research and problem solving skills.
- Demonstrated ability to work in a diverse development team.
- Experience in Microsoft Office Suite
- Experience in GIS and/or other graphical software is beneficial
- Ability to maintain effective and collaborative relationships across diverse stakeholders.
