Banyule City Council is embarking on a significant organisation-wide transformation that will reshape how it delivers services to the community.

Over the next four years, they're redesigning their operating model, modernising core business systems, implementing Microsoft Dynamics 365, Fabric, Dataverse and Azure data services, and embedding new ways of working across the organisation.

To support this journey, they're seeking a Program Technical Lead - Data to provide senior data expertise and delivery leadership across their Business Transformation Program.

The Opportunity

You’ll provide hands-on technical leadership across data governance, data quality, master data, metadata, data modelling, data migration and responsible data use for the enterprise data foundation phase of the program.

Working with business leaders, subject matter experts, enterprise architecture, integration and analytics teams, you’ll translate business needs into clear data requirements, practical standards and governance controls - ensuring Council's critical data is trusted, secure, accessible and fit for operational, analytical and regulatory purposes.

This role is ideal for someone who wants deep, hands‑on ownership of a program's data foundations, not just a governance framework on paper.

This is a senior, 2.5-year fixed-term position within the broader four-year Business Transformation Program, based in Melbourne's Northern suburbs (hybrid working — minimum 3 days onsite).

Key Responsibilities

- Support the development and implementation of Council's enterprise data strategy, data governance framework and data management practices
- Establish and mature data governance practices, including ownership, stewardship, standards, metadata management and data lifecycle management
- Lead data quality management activities across transformation work packages — profiling, cleansing, validation, monitoring and remediation
- Support the definition and governance of master data domains,



promoting a consistent single source of truth
- Lead the development and maintenance of program data models, data dictionaries and a common data vocabulary
- Provide senior data expertise across Microsoft Fabric, Dataverse and Azure data services, with Dynamics experience considered beneficial
- Support data migration, cleansing and validation activities to ensure new platforms are populated with trusted, fit-for-purpose data
- Uplift data capability across Council through mentoring, coaching and practical guidance for data owners, stewards and analysts

About You

You bring deep technical expertise and the credibility to guide governance, standards and delivery without formal line authority.

You’ll bring:

- Extensive senior experience in enterprise data governance, data quality, master data management, data architecture, data modelling or data migration
- Demonstrated experience providing senior advice and delivery leadership for major transformation, ERP, CRM or digital platform implementation programs
- Strong knowledge of Microsoft Dataverse, Azure data services and modern enterprise data platforms, with Fabric and Dynamics experience highly desirable
- Advanced capability in data quality management, including profiling, cleansing, reconciliation and root cause analysis
- Strong understanding of privacy, information security, cyber security, records management and regulatory obligations
- A relevant tertiary qualification in information systems, data management, data analytics or a related discipline, or extensive equivalent senior experience
