Banyule City Council is embarking on a significant organisation-wide transformation that will reshape how it delivers services to the community. Over the next four years, they're redesigning their operating model, modernising core business systems, implementing Microsoft Power Platform, Dynamics 365, Dataverse and Azure, and embedding new ways of working across the organisation.

To support this journey, they're seeking a Program Technical Lead - Power Platform to provide senior hands-on technical leadership across their Business Transformation Program.

The Opportunity

You'll lead the practical design, build, configuration and implementation of Power Platform, Microsoft 365, Dynamics 365, Dataverse and Azure solutions — converting agreed architecture and business requirements into fit-for-purpose technical solutions.

Working closely with the Portfolio Manager, transformation team, functional consultants and systems integrators, you'll resolve complex delivery issues, guide best-practice build, assure technical quality and uplift internal capability — including ownership of the technical design integrity of dual-write between Dynamics 365 Finance & Operations and Dataverse.

This role is ideal for someone who wants to be genuinely hands-on with the platform, not just setting standards from a distance, while still carrying enterprise-level accountability for how it all fits together.

This is a senior technical leadership position within the four-year Business Transformation Program, based in Melbourne's Northern suburbs (hybrid working — minimum 3 days onsite).

Key Responsibilities





- Lead the practical architecture, design, configuration and implementation of Power Platform, Microsoft 365, Dynamics 365, Dataverse and Azure solutions
- Own and assure the technical design integrity of dual-write between Dynamics 365 Finance & Operations and Dataverse, including shared data structures
- Provide specialist Dataverse modelling input into enterprise entity design, security roles and downstream solution impacts
- Translate agreed target-state architecture into pragmatic, buildable and supportable solution designs
- Guide the design and build of Power Apps, Power Automate, Dataverse-based solutions and Dynamics 365 capabilities
- Operate and enforce application lifecycle management, including environment promotion, source control and DevOps practices
- Shadow, guide and quality assure the systems integrator's Power Platform developer to support best-practice build and minimal technical debt
- Mentor internal staff and delivery teams, uplifting capability in Power Platform development standards, DevOps and platform adoption

About You

You bring deep, hands-on platform expertise and the authority to set and enforce technical standards across a major program.





You'll bring:

- Extensive experience in senior technical leadership roles delivering enterprise solutions across Power Platform, Microsoft 365, Dynamics 365, Azure and related Microsoft technologies
- Deep, demonstrable capability in dual-write integration between Dynamics 365 Finance & Operations and Dataverse, including shared data structures
- Strong Dataverse capability across data modelling, security roles and relationships
- Strong understanding of platform governance, environment strategy, DevOps, ALM and support models for low-code and cloud platforms
- A tertiary qualification in Information Technology, Computer Science, Engineering, Business Information Systems or a related discipline, or significant equivalent experience
- Microsoft Power Platform Solution Architect Expert (PL-600) and Power Platform Functional Consultant (PL-200) certifications desirable; Dynamics 365 Finance and Operations Solution Architect (MB-700) an advantage
