We are currently seeking an experienced Commercial Officer to support the LAND 4140 Battlefield Management System (BMS) Project within LBAM SPO . This is an exciting opportunity to contribute to one of Defence's key capability acquisition programs, providing commercial and procurement expertise across a complex and high-profile project environment.

The LAND 4140 Battlefield Management System (BMS) Project is seeking an experienced Commercial Officer to support the commercial management of a recently engaged supplier while delivering commercial, procurement and contract management services across the project.
Working as part of the Commercial Team, the successful candidate will support supplier performance management, strategic procurement activities, contract governance and commercial risk management while ensuring compliance with Commonwealth and Defence procurement frameworks.
Reporting to the Commercial Manager, the role provides commercial support to the BMS (Critical C2) Project Manager , BMS (Tactical) Project Manager and the Project Director , contributing to successful project delivery within a complex Defence acquisition environment.

Key Responsibilities

- Supporting contract management activities for a recently engaged supplier.
- Supporting development and management of the contract management strategy and/or plan.
- Supporting development of contract performance metrics and requirements.
- Supporting supplier performance and compliance reviews including:
- Contract Status Reviews
- Key Performance Indicators (KPIs)
- Operational Performance Measures (OPMs)
- Key Health Indicators (KHIs)
- Supplier self-assessments of service delivery




- Australian Industry Capability (AIC) reporting
- Indigenous Procurement Policy (IPP) reporting.

Procurement & Commercial Support

- Investigating and preparing contract variations.
- Preparing contract change proposals.
- Supporting complex procurement activities.
- Reviewing solicitation documentation.
- Reviewing Statements of Work (SOW).
- Reviewing Statements of Requirement (SOR).
- Reviewing Data Item Descriptions (DIDs).
- Supporting evaluation of industry responses to Approaches to Market.
- Preparing commercial correspondence.
- Preparing commercially sensitive reports.
- Preparing commercial submissions.
- Preparing procurement documentation.

- Analyse procurement and commercial risks.
- Develop mitigation strategies.
- Apply legal principles relating to procurement.
- Ensure compliance with legislative and policy frameworks.
- Coordinate procurement advice supporting ethics, probity and risk management.

Leadership

- Lead multidisciplinary teams for discrete work packages.
- Set work priorities.
- Coordinate workflows.
- Deliver work within agreed quality and timeframes.

Stakeholder Engagement

- Develop and maintain productive stakeholder relationships.
- Work collaboratively across Defence and industry.
- Negotiate effectively with stakeholders and subject matter experts.
- Deliver agreed commercial outcomes.

General Responsibilities

- Interpret and comply with Defence legislative, policy and regulatory frameworks.
- Deliver work accurately within defined timeframes.
- Operate effectively within a matrixed integrated workforce.
- Maintain quality standards across all commercial activities.

Experience Required





- Commonwealth Procurement Rules (CPRs).
- Commercial principles and performance management frameworks relating to procurement and contracting within Defence or the Commonwealth.
- Working within a commercial team in a complex environment.
- Delivering commercial outcomes on time and to a high level of quality.
- Supporting contract management activities.
- Working within an ASDEFCON setting.
- Supporting complex procurement activities.
- Developing solicitation documentation including Statements of Work and Statements of Requirement.
- Reviewing and evaluating responses to market.
- Preparing contract correspondence.
- Preparing commercially sensitive reports and submissions.
- Preparing contract change proposals.
- Working within complex stakeholder environments.
- Demonstrating commercial and business acumen.
- Building effective stakeholder relationships.
- Advanced technical writing.
- Strong written and verbal communication.
- Analysing, planning, executing and evaluating work against time, cost and quality objectives.
- Identifying and managing commercial risks.
- Continuous improvement initiatives.

Essential Qualifications & Experience

- Relevant qualifications in Contract Management, Procurement or a related discipline.
- More than 8 years' experience in Commercial Management or Contract Management.
- A current Defence Security Clearance.
- Experience reviewing complex strategic procurement and contracting documentation using the ASDEFCON Suite.
- Comprehensive understanding of Australian Government procurement processes and procedures.
- Excellent written and verbal communication skills.

Highly Desirable

- Defence project delivery experience.
- Foreign Military Sales (FMS) procurement processes and activities.
- Comprehensive understanding of Defence processes and organisational structure.
- Knowledge of the One Defence Capability System (formerly the Capability Life Cycle).
- Procurement experience within highly technical ICT or communications system environments.
