The Mental Health Review Tribunal are excited to welcome applications for a Manager, Corporate Services, to join our team! The Mental Health Review Tribunal (the Tribunal) is an independent decision making body continued under the Mental Health Act 2016. The primary purpose of the Tribunal is to review the involuntary status of persons with mental illnesses and/or intellectual disability, including the review of treatment authorities, forensic orders, treatment support orders, a person’s fitness for trial, and the detention of a minor in a high security unit. The Tribunal also hears applications for examination authorities, applications to perform regulated treatments and approvals for patients to transfer into and out of Queensland. The Tribunal also hears a limited number of appeals.
About The Role
The Manager, Corporate Services is responsible for leading and managing the Tribunal's financial management, human resource management, records and information management, assets and facilities management, contract management and procurement functions.
The role requires the Manager to provide high level strategic and operational advice to the Executive Team, consisting of the President, Deputy President, and Executive Officer.
Key Responsibilities Include
- Undertake the management and supervision of the Corporate Services team in line with best practice human resource management practices, including the management of significant and complex problems.
- Manage the timely production of accurate financial reports, providing regular forward cash flow estimates and other financial accounting information,
including the formulation of annual budget submissions.
- Research and report on financial implications of new initiatives as identified through operational and strategic plans.
- Supervise the review, maintenance and reporting on the Tribunal's workforce strategy.
- Oversee payroll activities, establishment management processes, recruitment and selection processes, staff training activities, and industrial relations matters.
- Supervise the review, maintenance and reporting on the Tribunal's digital strategy.
- Provide advice in relation to procurement and contract management processes and functions.
- Direct and prioritise resources, including human resources, assets, and facilities, towards matters that are a priority for the Tribunal.
- Monitor quality management systems through setting performance targets and monitoring KPIs to achieve continuous improvement and to ensure best practice is adhered to.
Role Fit
You will be an accomplished leader with highly developed communication, interpersonal and negotiation skills, and a proven ability to build and maintain effective relationships across government, industry and private sector stakeholders. Bringing experience in contemporary public sector management practices,
including financial and human resource management, you will provide strategic leadership and drive the effective delivery of organisational outcomes. Your strong strategic thinking, analytical capability and problem-solving skills will enable you to develop and implement operational and long-term initiatives, while delivering high-quality advice in a complex environment. An understanding of, or the ability to quickly acquire knowledge of, the Tribunal's operating setting will support your success in navigating legislative, policy and stakeholder requirements.
