The key duties of the position include:
The Role
As Discipline Leader Whole of Force Analysis, you will lead a small team, embedded in the VCDF Group at Russell Offices to:
- Deliver short turnaround analytical support (generally 1-2 weeks duration tasks) directly into key areas of VCDF Group, when rapid decision support is required for priority tasks. This includes providing advice on how to add rigor and robustness to capability development processes.
- Facilitate and guide an integrated approach for analytical support to Force Design and VCDF Group more broadly; this includes support across the two-year Force Design & Assurance Cycle (FDAC) and the Integrated Capability Assessment (ICA), ensuring a battle rhythm that coordinates the key Operations Research contributions from HADS. It will require close engagement with relevant program leaders across DSTG, across HADS capabilities and potentially with external providers.
You will lead the conduct and delivery of the short-term support. You will leverage your advanced communication and liaison skills to facilitate close engagement with key VCDF personnel to understand their analytical needs and with HADS leads (where reach back is necessary) to help facilitate their contributions.
Your extensive skills and knowledge of Operations Research methods and techniques will enable you to develop analytical plans to support both longer and shorter-term support to VCDF Group. Longer-term support, defined in concert with the DSTG Program Leader Force Design & Integration, will be conducted from across HADS more generally with contributions from key capabilities including wargaming, systemic design, engagement modelling and combat simulation; you will play a key role in coordinating this delivery.
Key responsibilities:
- Managing stakeholder relationships to ensure awareness of their needs for short turnaround studies and that the outputs are tailored to their needs.
- Provide advice to VCDF group of the potential contributions of Operations Research in the FDAC and ICA as well as how to add rigor and robustness to these processes.
- Maintain awareness of Human and Decision Sciences (HADS) division capabilities and engage across HADS to facilitate support to VCDF group, particularly for the FDAC.
- Lead the development of your discipline.
This includes developing analysis tools and methodologies, and sourcing data.
- Supervising and mentoring junior staff, to develop their knowledge and operational analysis skills.
- Where required, managing academics, contractors and service providers engaged to support tasking and capability.
About our Team
The Capability Analysis and Design (CAD) MSTC is within the Human and Decision Sciences Division of Defence Science and Technology Group. CAD’s mission is to apply and advance Operations Research and Systemic Design methods to allow us to develop analysis based evidence in support of key Defence decisions.
The analysis techniques we use include Operations Research; mathematical modelling and computer simulation; data analytics and statistical analysis; Systems Engineering; and experimentation / wargaming. Our work supports the ADF in understanding impact of decisions on the Enhanced Force-In-Being, Objective Integrated Force and Future Integrated Force.
Our Ideal Candidate
Our ideal candidate has a strong background in delivering complex decision support, both leading integrated analytical campaigns and the provision of rapid decision support. You have experience developing, leading and delivering complex analytical activities and a demonstrated ability to lead and conduct complex operations analysis studies including planning, managing a study team, execution and reporting.
As you will be embedded in VCDF Group, you must be flexible and able to quickly adapt to new and unpredicted circumstances, changing plans as required to navigate unanticipated obstacles. You are a candidate who is highly motivated and able to provide effective leadership and create a team-oriented culture both within your immediate team and more broadly across the HADS division.
You will have advanced communication skills and experience working closely with high-level decision makers and analytical practitioners.
Your liaison skills will be applied to engage, negotiate and coordinate support from across the HADS division.
Eligibility
Security Clearance:
Prior to commencement, successful applicants will be required to undergo a psychological assessment and an extensive security clearance process. As a Positive Vetting clearance is required, applicants must be Australian Citizens; be able to account for their personal background for their whole life; and be able to demonstrate suitability to work in a high security intelligence environment.
Mandatory Qualifications:
The S&T6;/EL2 Discipline Leader - Operations Analysis position requires:
• Academic qualifications in one or more of the following related fields of research; or
• Relevant skills and work experience.
