**About the chance**
In the next 3 years, Blacktown City Council will deliver a new Arts and Cultural Centre in Blacktown CBD resulting in dynamic changes within the team. We are seeking an energetic leader to cover a temporary, full-time role as Manager Arts and Cultural Development.
- Temporary, full-time position until 31 January 2026
- Manage and deliver the functions of Blacktown Arts, Blacktown City Council’s Arts and Cultural Development section.

- The Leo Kelly Blacktown Arts Centre
- Council’s public art policy and implementation
- Council’s cultural collections
- Council’s cultural strategy.
The role is responsible for Blacktown Arts partnerships and resource management. With the Blacktown Arts 2025 - 2026 program confirmed, this role will oversee the delivery of the 2025 program and planning / preparation for 2026 program.
This role also oversees the management of marketing functions and resourcing strategies to grow the reputation of arts and culture in Blacktown. This opportunity would suit a professional arts and cultural leader with experience across a range of art forms, and working with artists and communities from diverse cultural backgrounds.
You should have experience managing multidisciplinary teams, and diversifying income sources, with strong industry networks and excellent interpersonal communication skills. Experience working in Western Sydney and / or local government is also desirable. This role forms part of Council’s management team and reports to Vanessa Parkes, Director, City Living.
**Qualifications and experience**
**Essential**:
- Relevant tertiary qualifications with extensive relevant experience.
- The ability to develop and implement a vision for the pro-active and positive development of Council’s Arts and Cultural Development section.
- Knowledge of applicable legislation and regulations.
- Demonstrated commitment to stakeholder and customer service.
- Exceptional negotiation and communication skills.
- Exceptional inter-personal, leadership and management skills.
- Demonstrated ability to achieve successful outcomes within agreed timelines, while balancing competing priorities and stakeholder needs.
- Ability to work within a team environment.
- Sound business acumen.
- Clearance of National Police Check.
- Current class C driver's licence.
**Desirable**:
- An in depth understanding of local government accountability and legislation.
- Availability to work flexible working hours.
**Remuneration and benefits**
The salary and conditions of employment are in accordance with Blacktown City Council’s Managerial Staff Agreement.
