ABOUT THE BRANCH & TEAM
The Climate Action and Property Data Branch consists of five sections with a range of responsibilities across property and climate. This includes management, analysis and reporting on Commonwealth property data (including administration of the Australian Government Property Register and publication of the Australian Government Office Occupancy Report), and responsibility for the Property Performance Framework within the Property Services Coordinated Procurement Arrangements. The Branch is also responsible for leading the APS Net Zero by 2030 commitment, greenhouse gas emissions reporting for Australian Government operations, and introducing climate disclosure requirements for all Commonwealth entities and companies.
The Property Data section is responsible for management, analysis and reporting on Commonwealth property data, including:
- Ensuring the Australian Government Property Register (AGPR) system is administered to manage and analyse property data, ensure correct collections, engage stakeholders, improve business processes, and facilitate entity data requests.
- Executing the Property and Construction Division's Data Strategy and Action Plan to ensure continuous improvement and relevance of data to meet the evolving demands of the Commonwealth property data landscape.
ABOUT THE OPPORTUNITY
Through this recruitment process we are seeking to fill a Data Solutions Manager role and a Program Manager (Data Strategy) role at the EL1 level.
Data Solutions Manager
This role requires expertise in enterprise data management and analytics within the Microsoft ecosystem, focusing on delivering high-quality reporting, governance, and strategic insights. The position involves collaborating with technical teams, managing stakeholder expectations, and leading initiatives that strengthen data-driven decision-making.
Key responsibilities include:
- Oversee data warehouse operations within Azure, ensuring data quality and governance through cataloguing, lineage tracking, and standardised naming conventions.
- Collaborate with technical teams to validate ETL/ELT processes and contribute to architecture design and strategic decisions across data engineering and reporting.
- Design and optimise data models, dashboards, and reports in Power BI and Excel, translating technical outputs into actionable business intelligence.
- Ensure compliance with governance and security frameworks while leading structured validation efforts for data accuracy, DAX calculations, and performance.
- Extend data-driven solutions using Microsoft Power Platform, including developing Power Apps to streamline workflows and enhance user interaction.
- Conceptualise unified analytics environments leveraging Microsoft Fabric capabilities to integrate data engineering, data science, and BI workflows.
- Engage stakeholders to align deliverables with Finance priorities, manage expectations, and ensure consistent value creation.
- Lead and mentor a sub-team of reporting and governance specialists, prioritising projects and allocating resources effectively.
Program Manager (Data Strategy)
The Program Manager leads the data enhancement and technical uplift program derived from the Property and Construction Division’s (PCD) Data Strategy and Action Plan. This role requires strong leadership, strategic planning, and hands-on expertise in business analysis, product management, and data engineering. The system operates within the govTEAMS environment and leverages the Microsoft Azure platform, requiring familiarity with secure government collaboration environments and cloud-based data solutions.
Key responsibilities include:
- Lead the planning, execution, and delivery of the data enhancement and technical uplift program.
- Manage program scope, timelines, and resources to ensure successful outcomes.
- Oversee design and implementation of data warehouse architecture and pipeline extraction processes.
- Ensure compliance with ICT and ISM standards for security and governance.
- Coordinate with technical teams to integrate solutions within the govTEAMS environment and Azure platform.
- Develop and maintain strong stakeholder relationships, providing clear communication and status reporting.
- Manage vendor and contract agreements to ensure value for money and adherence to deliverables.
- Identify risks and implement mitigation strategies to maintain program integrity.
