Business Analyst – Waste Services
Permanent Full-Time | Greater Toowoomba Waste Management Facility
$94,918.74 – $98,910.82 p.a. + super up to 12.65% + 17.5% leave loading

About the Role
Join Toowoomba Regional Council’s Waste Services Branch as a Business Analyst , where your expertise in data, financial modelling, and business improvement will directly contribute to creating a cleaner, more sustainable region.
In this pivotal role, you’ll identify and evaluate key projects and functions that drive our Waste Services strategy. Reporting to the Principal Strategy and Planning – Waste Services, you’ll be responsible for managing business performance reporting, budget processes, and financial and operational modelling. You’ll also play a vital role in developing business cases, improving processes, and ensuring robust data management across the branch.
Key Responsibilities
- Drive efficiency and effectiveness within the Waste Services Branch by actively contributing to projects, process development, and business improvements.
- Provide strategic business support using sound judgement, initiative, and confidentiality.
- Lead the coordination of data, budget preparation, and financial reporting processes.
- Ensure compliance with Council procurement, financial, and reporting frameworks.
- Coordinate corporate and legislative reporting, including Queensland Waste Data System and annual waste management reports.
- Supervise and support team members where required, fostering collaboration and high performance.
- Facilitate the implementation and enhancement of corporate and business systems.
About You
You’re a motivated, analytical thinker who thrives on solving complex problems and driving meaningful change. You’re equally comfortable diving into data as you are engaging with colleagues across different teams.
To be successful, you’ll have:
- A degree in Business Administration, Management, Accounting, Information Technology (or similar),
or equivalent experience.
- Strong financial and operational modelling skills, with experience in TechnologyOne , Microsoft Excel , and Power BI .
- A passion for data-driven decision-making and continuous improvement.
- Excellent time management, communication, and stakeholder engagement skills.

About the Team
The Waste Services Branch manages the region’s waste facilities and recycling programs, coordinating waste collection and community education under the TRC Waste Management Strategy 2021. Our goal: to minimise environmental impact and enhance public health through sustainable waste solutions — working together for a Sustainable Tomorrow.
