Primary objective
Top End Population Primary Health Care (PPHC) is responsible for delivery of health to indigenous communities of Top End, Big Rivers
and East Arnhem. This position ensures nursing and midwifery recruitment are managed in accordance with legislation, organisational
policies and procedures inclusive of internal and external agency engagement, compliance and logistics. Establishing sustainable workforce
model to reduce reliance and usage of costly agency workforce,
whilst increasing the DOH PPHC Nursing casual pool and long-term
staffing.
Key duties and responsibilities
1. Coordinating Workforce and HR, encompassing the entire recruitment and compliance lifecycle for various Primary Health Care
disciplines, especially DoH casual nurses and agency nursing staff for remote areas and an advanced understanding of HR systems
(PIPS, MyHR, Staff Establishment, Content Manager and E-Recruit)
2. Application of contracts and compliance and applying nursing enterprise bargaining agreements and agency nurse contracts to ensure
recruitment is within budget and policy. Managing casual contracts and assisting with bulk recruitment.
3. Managing staff databases, compliance with essential training. Comprehensive knowledge of MS Office, especially Excel, to perform
complex tasks and analyse data effectively.
4. Prepare high-level briefings, reports and recommendations for senior management and analysing workforce data, demographics and
trends to facilitate strategic engagement.
5. Coordinate travel and logistics arrangements for recruitment in remote areas (agency and casual) and holding after-hours phone for
emergency situations.
6. Support Staff Establishment Coordinator with procurement activities. Work with stakeholders on systems like OneStaff, rostering,
NTG Pay, PCIS and LAN accounts.
7. Fostering a positive workplace culture through exemplary leadership practices and role modelling behaviour.
Selection criteria
Essential
1. Excellent interpersonal, oral, and written communication skills, with the ability to negotiate and adapt style for senior management
briefings, remote staff coordination, external agencies, and people from diverse cultures in a PPHC setting.
2. Extensive knowledge of HR functions, particularly recruitment, payroll processes, and external Agency management. In relation to
managing contracts, EBAs, and bulk recruitment.
3. The ability to manage complex data, accruals, contracts, maintaining staff compliance/training records with high attention to detail and
make recommendations on recruitment and workforce planning initiatives.
4. Ability to take initiative and work autonomously while collaborating effectively as part of a team (e.g., coordinating travel, managing
the after-hours phone), maintaining integrity and confidentiality.
5. High levels of adaptability and flexibility for handling emergency situations (after-hours phone) and changes in recruitment/policy
requirements.
6. High attention to details with an ability to troubleshoot.
Desirable
While not essential, a relevant qualification would provide a solid advantage: Tertiary Qualification in Human Resource Management or
Middle Management.
