NPY Women’s Council – Domestic and Family Violence Service (DFVS)
Location: Alice Springs / NPY Region (NT, SA, WA)
Contract Type: Fixed-term consultancy
Budget: Up to $90,000

NPY Women’s Council (NPYWC) is an Aboriginal Community Controlled Organisation supporting Anangu across 26 remote communities in the NT, SA and WA tri-state region. Our Domestic and Family Violence Service (DFVS) has been operating since 1994 and provides crisis support, case management, prevention programs, and advocacy for Anangu women experiencing domestic and family violence.

NPYWC is seeking a suitably qualified and experienced consultant to undertake a Legal Assistance Services (LAS) Scoping Project to inform future service delivery options for the DFVS.

Project Overview

The consultant will:

- Assess and evaluate suitable models for delivering LAS to Anangu victim-survivors of DFV in the NPY region.

- Undertake stakeholder consultations with community members, legal service providers, courts, police, DFVS staff and other relevant services.

- Prepare a comprehensive report that includes:

- viable LAS delivery options

- implementation plans

- detailed costings aligned with available funding

- a recommended model

The final report must be submitted by 22 June 2026.

Methodology Requirements

The consultancy is adaptable; however, the project must include:

- Desktop review of DFVS data, previous LAS scoping, policies, and legislative frameworks across NT, SA and WA





- Stakeholder engagement and interviews

- In-person engagement with NPY communities (NPYWC staff will support and coordinate outreach)

- A plain-English summary of preliminary findings to the NPYWC Board in early May 2026

Budget

A maximum budget of $90,000 is available for this project.

Nature of Engagement

The successful consultant will enter into a fee-for-service, fixed-term contract with NPYWC, with no anticipated scope for extension.
All Intellectual Property remains the property of NPY Women’s Council.
