The Director Covert HUMINT is responsible for the coordination, policy setting and operational
practice of the ACIC's HUMINT capability and the associated operational assurance. The role ensures there is a common operating practice throughout the ACIC and that operational HUMINT activities are conducted with proper and sound governance, risk management and compliance.

The Director Covert HUMINT is also responsible for managing the agency’s Assumed Identities function, assisting in the delivery of operational training and supporting engagement with oversight bodies including the Office of the Commonwealth Ombudsman and the Office of the Inspector-General of Intelligence and Security (IGIS).

Role Responsibilities

- Actively contribute to a workplace culture defined by the ACIC values of integrity, respect, innovation, excellence and courage.
Identify, mentor and develop the capacity of future leaders in the agency.
- Lead a positive compliance culture regarding the application of agency policy, procedures and powers.
- Set the strategic direction of the section, including setting and monitoring staff performance standards and prioritisation activities
- Develop business and resource management plans and implement strategies to achieve Covert HUMINT and Capability Protection objectives
- Maintain an awareness of current developments in Covert HUMINT methodologies and the protection of Assumed Identities, integrating these into best practice for the ACIC.

Your Skills and Capabilities

- Demonstrated ability to define and communicate a vision, manage competing priorities and use sound judgement to deliver operational and strategic outcomes
- Highly developed verbal and written communication skills, sound negotiation skills, experience with contestability, experience providing balanced advice to operational areas and an ability to articulate complex operational matters to Senior Executive
- Robust interpersonal skills,



with an ability to lead and drive teams and develop and maintain productive internal/external working relationships including with geographically dispersed teams
- Experience in overseeing and conducting operational collection activities, including a sound knowledge of covert HUMINT methodologies and processes
- Experience managing operational risk, protecting HUMINT and other covert capabilities, applying relevant legislative and policy/procedure frameworks in an operational context
- Highly developed leadership skills, with a demonstrated ability to motivate and inspire others within their own team and more broadly across the agency and role model the APS values

Essential qualifications

- Completed advanced HUMINT training in a law enforcement or intelligence agency

Desirable skills and experience

- Operational training experience

Eligibility

- Citizenship – To be eligible for employment with the ACIC, applicants must be an Australian citizen.
- Security Clearance - The Australian community expects ACIC employees to maintain the highest levels of security and integrity. Successful applicants will be required to obtain and maintain a minimum Negative Vetting 1 security clearance.
- Pre-Employment Screening – All candidates must satisfy an Organisational Suitability Assessment (OSA) prior to being offered employment at the ACIC.
