We are Australia’s trade remedies authority, the Anti-Dumping Commission. We support the Australian economy by securing a level playing field for local industry by:
- undertaking investigations into allegations of unfair international trade practices involving goods entering Australia
- administering Australia’s anti-dumping legislation.

About the Strategy & Operations Branch
The Strategy & Operations Branch plays a critical role in supporting the Commission’s core activity of undertaking trade remedies investigations. The Branch leads the Commission’s efforts to realise our Strategic Plan, ensuring we respond swiftly to developments while upholding Australia’s trade remedies system with the highest integrity. By driving strategic planning, building capabilities, harnessing data to support robust decision making and for insightful operational policy guidance, and engaging with stakeholders across government, industry, and the community, our four sections – Culture and Capability; Strategy, Policy and Performance; Governance and Performance Analytics; and Engagement and Market Intelligence – we work in concert to deliver on the Commission’s strategy and to foster a cohesive and inclusive environment. About the Strategy, Policy and Performance Team
The Strategy, Policy and Performance team is the architect and steward of the Commission’s strategic direction, operational and investigative policy, and procedural guidance. By embedding best-practice regulatory principles, the team drives a culture of continuous improvement – ensuring the Anti-Dumping Commission remains a high-performing, contemporary regulator that delivers timely, effective and accessible trade remedies for Australian industry.
Under the leadership of the Director, the team performs the following functions:
- Monitor and implement long-term strategy:
Work closely with senior management to monitor and drive the execution of the Commission’s strategic vision and lead the business planning cycle.
- Advance established strategic objectives: With transparent strategic objectives already developed, the team is responsible for driving their implementation and ensuring alignment across all activities.
- Provide expert operational and investigative policy advice: Deliver authoritative guidance and recommendations on complex operational and investigative matters, supporting high-quality, evidence-based decision-making across the Commission.
- Maintain robust governance: Document and update operational policies and procedures to align with strategic priorities and governance frameworks.
- Drive regulatory reform: Collaborate across teams to identify and advance opportunities for regulatory innovation and reform.
- Monitor and evaluate performance: Track progress against strategic objectives and targets, ensuring accountability and transparency.
- Report on outcomes: Oversee reporting against the Commission’s Statement of Expectations, Statement of Intent, and key performance indicators at both corporate and operational levels.
- Coordinate high-level outputs: Prepare and coordinate Parliamentary and Ministerial submissions, as well as corporate reports.
- Champion continuous improvement: Embed a culture of ongoing enhancement across the Commission, particularly within the corporate planning and investigations processes.
- Anticipate and respond to change: Analyse emerging issues and regulatory trends to ensure the Commission remains agile and responsive in a dynamic environment.
This team is pivotal in positioning the Commission as a leader in regulatory excellence, fostering a forward-thinking, accountable and innovative culture that supports Australia’s trade interests.
Our ideal candidate
The Commission is seeking a highly capable and motivated EL2 leader for this pivotal role. The ideal candidate will demonstrate:
- Leadership: Exceptional ability to drive strategic, operational policy and practice initiatives; drive and manage change; build high-performing teams; and collaborate effectively with technical experts.
- Project Management: Strong skills in managing complex projects, including the use of systems to oversee workflow and mitigate risk.
- Strategic Thinking: Advanced capacity to prioritise competing demands, solve complex problems, and set clear direction with sound judgment.
- Excellent Written and Verbal Skills: With the ability to convey complex information clearly; and communicate influentially at senior levels.
- Regulatory Policy Development and Risk Management: Mastery of contemporary tools and frameworks for strategic planning, performance monitoring and reporting, and continuous improvement; and expertise in developing strategies, policies and guidance that effectively manage risk and minimise regulatory burden for users of the anti-dumping system.
- Sector and Policy Context Understanding: Sophisticated understanding of the global economic context for trade and industry, the Australian and international trade remedies framework, and the Commission’s strategic imperatives and priorities.
A genuine interest in maintaining and developing expertise in contemporary regulatory and investigative practices is essential for success in this role.
Tertiary qualifications in economics, public policy, law, business or related fields would be highly regarded.

What you will do
As the Director, Strategy, Policy and Performance (EL2) and a key member of the Commission’s Executive Leadership Team, you will be accountable for the effective delivery of the team’s core functions. The role has the following elements:
- Strategic Leadership: Apply advanced strategic thinking and sound judgement to set direction, prioritise competing demands, and drive and deliver high-quality outcomes. Coordinate and prepare key outputs in fulfilment of Parliamentary and Ministerial requirements. Provide sound advice to the Commission’s senior leadership. Influence senior leadership and the broader Commission in matters of strategy, policy and continuous improvement.
- Team Leadership: Demonstrate exemplary team leadership, building and sustaining high-performing teams, and fostering a culture of professionalism, integrity, and continuous improvement.
- Regulatory Practice: Master contemporary tools and frameworks for strategic planning, performance monitoring and reporting, and continuous improvement.
- Operational and Investigative Policy Development: Ensure Commission policies (internal and external), practice guidance, and templates underpin high-quality, efficient, and best-practice decision-making.
- Risk and Regulatory Burden Management: Develop strategies, policies, and guidance that effectively manage risk and minimise regulatory burden for users of the anti-dumping system.
- Analytical Insight: Analyse emerging issues and regulatory trends to ensure the Commission remains agile and responsive in a dynamic environment.
Eligibility
To be eligible for employment in the APS and the department, candidates must be Australian Citizens.
Positions require a Baseline security clearance and successful candidates will be required to obtain and maintain a clearance at this level.
