Beaumont&Beaumont; are assisting a Commonwealth Government agency with the recruitment of a Procurement Officer (with a focus on tender and seller management) at the APS5 equivalent level.
This role will support end-to-end tendering and seller lifecycle management. You will assess tender applications, review financial viability, and apply key frameworks while overseeing a large seller base and ensuring compliance.
Strong analytical skills, sound judgement, and effective collaboration—particularly in online environments—are essential.
Key duties:
- Collaborate with internal and external stakeholders to develop tender documentation and manage end-to-end panel refreshes or Request for Tender (RFT) activities in line with legislative, audit, and procurement requirements.
- Coordinate timelines, milestones, and deliverables to ensure successful tender outcomes.
- Oversee probity management and evaluate tender submissions, including reviewing technical specifications, validating compliance documentation, and scoring against Tender Evaluation Committee (TEC) criteria.
- Conduct verification checks on tenderers, including financial viability assessments, insurance compliance, and Foreign Ownership, Control or Influence (FOCI) policy requirements, and provide recommendations on applicant suitability.
- Monitor and report on marketplace or panel refresh status, escalate risks, and advise on corrective actions.
- Finalise contracts by organising enrolment letters and Head Agreements, and facilitate debriefs for unsuccessful applicants.
- Review seller profiles, offerings, and compliance documentation, and implement the Seller Performance Management Framework to monitor and improve supplier performance.
- Contribute to process improvements and perform other duties as required to support the establishment and refresh of the marketplace or panel.
Technical capabilities:
- Knowledge of the Commonwealth Procurement Framework,
including the Public Governance, Performance and Accountability (PGPA) Act and the Commonwealth Procurement Rules (CPRs).
- Experience in tender evaluation, compliance checks, and financial viability assessments.
- Experience working on Government tenders or panel refreshes (preferred).
- Proven high-level verbal and written communication skills, including attention to detail.
- Proficiency in SharePoint, MS Word, and MS Excel for documentation and evaluation.
- Robust problem-solving and decision-making skills.
- Sound administrative and organisational skills with strong attention to detail, including the proven ability to organise workloads and set priorities in a very busy environment with competing priorities, tight deadlines.
- A history of developing productive working relationships with internal and external stakeholders to achieve results, including a demonstrated ability to manage sensitive and confidential issues with integrity.
- Resilience and adaptability in a dynamic environment.
- Ability to work comfortably using digital communication and collaboration tools.
Eligibility:
- Qualifications or relevant experience in Finance, Business, Commerce, Law, Contracts and/or Procurement, Project Management or a related subject (or a willingness to undertake) is desirable.
- You must have a current or recently expired AGSVA Baseline Security Clearance
For this engagement, the role is:
- An in-office role (with potential for hybrid arrangements) in Canberra (CBD)
- Full-time hours
- For an anticipated client need of 6 months, with potential for extension for a further 12 months
- Paid an hourly, casualised rate equivalent to a full time salary between $85,633 to $98,259
