Position Summary
A bit about us
The HR Services and Facilities Unit provides a range of corporate services and support for recruitment, employee initiatives, payroll, HR system administration, reception and facilities. We are a relatively newly established team following the expansion of the institute’s enabling functions to reflect our growing workforce.

About you
We are seeking HR professionals who are experienced in either payroll, HR systems administration or HR business partnering. You will have excellent communication skills, experience in providing HR services and advice, and the ability to work independently and collaboratively as part of a team. You will be proactive and solution-focused with excellent attention to detail and the demonstrated confidence to manage relationships with key stakeholders.
Duties of the roles
EL1 – Payroll and HR Systems Manager
· Oversee and manage all aspects of the AIHW’s payroll function
· Oversee the administration of the AIHW’s HR system (iChris)
· Lead the enhancement of the HR system including implementation of new modules
· Provide strategic and innovative advice to help the team improve business processing and achieve efficiencies
· Provide advice on complex payroll and HR system matters
· Quality assure data for reporting, reviews and surveys
· Contribute to project work including workforce planning initiatives such as position establishments
· Provide leadership and guidance to the payroll and HR system team
· Contribute to the broader leadership, strategy and operations of the HR units.
APS 6 – HR System Administrator
· Maintain and perform system administration of the AIHW’s HR system (iChris)
· Manage the testing of system upgrades and fixes
· Identify and implement system enhancements including the implementation of new modules
· Provide strategic and innovative advice to help the team improve business processing and achieve efficiencies
· Perform ongoing and targeted data interrogation and cleansing
· Develop and implement enhanced HR system reporting
· Set up access and train staff in using the HR system
· Develop and maintain HR system guidance materials
· Provide accurate and timely advice to staff and managers to assist in resolving queries
· Contribute to project work including workforce planning initiatives such as position establishments.
EL1 - HR Business Partner
· Act as the primary conduit between AIHW business areas and HR units including meeting regularly with managers and staff.
· Provide strategic and operational HR advice and support services, with a focus on enabling managers and business areas to meet their workforce needs. This will include supporting workforce planning, strategic recruitment and performance management.
· In conjunction with the relevant HR teams, assist managers across the institute with building their people management capability. This will include coaching and guiding managers on workforce and people matters (including support for issues requiring local management action), and where appropriate, triaging complex people issues to broader HR teams.
· Identify workforce trends,
issues and opportunities through observations and engagement with stakeholders and feed insights into broader strategy and initiative development.
· Support the development and implementation of workforce planning initiatives such as job family mapping, position descriptions and position establishments.
· Contribute to the broader leadership, strategy and operations of the HR units.
Selection Criteria
Our ideal candidate will have most or all of the following skills and knowledge:
· Well-developed working knowledge of the APS HR landscape including legislation, systems and processes.
· Practical project management and highly organised work-style including the ability to multi-task, and prioritise delivery of outcomes in a fast-paced and changing setting.
· Ability to exercise good judgement in line with legislation, best practice principles, policies, and procedures when providing advice and making decisions and recommendations on HR matters.
· Excellent verbal and written communication skills and the ability to actively foster productive working relationships with a range of internal and external stakeholders (in particular staff, managers and service providers).
Additionally for the Payroll and HR Systems roles:
· Demonstrated experience in payroll and HR system administration, iChris experience will be highly regarded.
Additionally for the EL1 roles:
· Well-developed leadership, people management and coaching skills.
Eligibility

• a probationary period of six (6) months will apply to any recent engagement to the APS.
