About Us
Protecnium is an international consulting firm specializing in engineering and technical services. We are currently seeking a Procurement Bidding Specialist to join various Heavy Civil Construction Projects in the Tender/Bidding Phase in Sydney, New South Wales, Australia.
- Location: Sydney, New South Wales, Australia (on-site)
- Duration: 8 months (with potential relocation to other projects upon completion)
- Work Schedule: Monday to Friday – 40 hours per week
Role Overview
The Procurement Bidding Specialist will play a key role in supporting the Bidding Department during the preparation of the EoI and Tender Proposal. The ideal candidate will have a proven track record in procurement of materials, equipment, services,
and subcontracts in environments supporting major infrastructure, energy, and resource industries.
Key Responsibilities
- Conduct market research to identify potential suppliers and subcontractors, evaluate supplier capability, and maintain procurement databases, including supplier qualification.
- Liaise with stakeholders to align on requirements, scopes, and specifications for RFQ, RFP, and NDAs, and issue RFQs professionally and promptly.
- Execute procurement processes following bidding principles to support infrastructure, energy, and resource project bidding activities.
- Manage stakeholder communication to ensure effective and compliant procurement processes.
- Maintain and report procurement activity status weekly, ensuring transparency and KPI achievement.
- Support the Procurement Lead in defining procurement strategy.
- Define the Vendor List, prepare RFPs, and manage negotiations with vendors to optimize costs, quality, and lead times.
- Assess offers, ensure technical compliance, prepare comparison sheets, and deliver competitive outcomes within deadlines.
- Negotiate commercial and contractual terms, including pricing, delivery, and quality standards.
- Manage supplier relationships, promote safety, environmental, and sustainability aspects in procurement.
- Drive local content and social procurement initiatives, and develop a Local Industry Development Plan.
- Ensure procurement activities meet project objectives and client requirements, managing multiple sourcing activities simultaneously.
Requirements
- At least 2 years of experience as a Procurement Specialist in heavy civil construction or complex infrastructure project bidding.
- Bachelor’s degree in Engineering (preferred), Supply Chain, Business, or Finance.
- Ability to handle multiple tasks, meet deadlines, and be results-oriented.
- Strong commercial acumen and contract knowledge.
- Proficiency in MS Office Suite.
- Data analysis and reporting skills for decision support.
- Excellent stakeholder communication skills.
- Experience in price analysis based on cost drivers.
- Planning and problem-solving skills for resolving complex issues.
- Adaptability in fast-paced environments with attention to detail.
- Self-driven, curious, accountable, and collaborative.
- Willingness to travel interstate for major project bids.
