We are currently seeking a Procurement Bidding Specialist to join various Heavy Civil Construction Projects in the Tender/Bidding Phase in Sydney, New South Wales, Australia.-Location: Sydney, New South Wales, Australia (on-site)-Duration: 8 months (With potential relocation to other projects upon completion)-Work Schedule: Monday to Friday – 40 hours per weekRole OverviewThe Procurement Bidding Specialist will play a key role in supporting the Bidding Department during the preparation of the EoI and Tender Proposal.
The ideal candidate will have a proven track record in the procurement of materials, equipment,
services and subcontracts in cross-functional collaboration environments for major infrastructure and energy and resource industries.Key ResponsibilitiesConduct market research to identify potential suppliers and subcontractors, evaluate supplier capability, and maintain procurement databases, including supplier qualification.Liaise with business stakeholders to align on business requirements, scopes, and specifications to be incorporated into RFQ, RFP and issue NDAs, and issue RFQs promptly and professionally.Execute the procurement processes and follow the bidding principles to deliver procurement outcomes to support infrastructure, Energy and Resource project bidding activities.Manage all external and internal stakeholder communication to ensure the procurement process is undertaken in an effective and compliant manner.Maintain and report procurement activity status weekly during the bidding phase, provide procurement transparency to senior stakeholders, and ensure procurement KPIs are met.Supporting the Procurement Lead to define the strategy.Define the Vendor List,
preparing the request for proposal to send to suppliers, and managing commercial and contractual negotiation activities with the identified vendors, to pursue synergy, qualitative excellence, and lead time optimization.Perform assessment of Offers, also guaranteeing that they are technically checked by requesting Departments/Operational Units.
Prepare commercial comparison sheets, identify areas for improvement and deliver competitive commercial outcomes within the deadline and in accordance with procedures.Negotiate commercial and contractual conditions with suppliers, including pricing, delivery, escalation, and quality standards.Manage supplier relationships and familiarise with the supply markets, especially understanding how to promote safety,
environmental and sustainability aspects in procurement.Drive local content and social procurement and develop a Local Industry Development Plan.Ensure procurement activities ultimately deliver project objectives and client requirements.
Capable to manage a large number of sourcing activities simultaneously.RequirementsExperience as a Procurement Specialist in the Bidding of heavy civil construction/ complex infrastructure projects of around 2 years or more.Bachelor's degree in Engineering (Preferred), Supply Chain, Business, and Finance.Strong attributes in dealing with multiple tasks simultaneously, meeting deadlines and being result/outcome-driven.Strong commercial acumen and contract knowledge.Full proficiency in the MS Office Suite.High confidence in analysing data,
