About The Teachers Registration Board
The Teachers Registration Board (the TRB) is established under the Teachers Registration and Standards Act 2004 (the Act) and the Teachers Registration and Standards Regulations 2021 (the Regulations) to regulate the teaching profession. The object of the Act is, in the public interest, to maintain a teacher registration system and professional standards for teachers to ensure its members are competent, fit and proper to have the care of children.
The TRB is an independent statutory authority, with a dynamic, integrated operating environment of comprising approximately three dozen persons, with flexible leadership, and a practical focus on day-to-day implementation, where advancing teacher suitability requires a cross- agency and team approach.
The TRB employs its own staff and is a public sector agency under the Public Sector Act 2009.



The South Australian Public Sector Salaried Employees Interim Award and the South Australian Public Sector Enterprise Agreement: Salaried 2021 governs the employment conditions of the Board.
The TRB has entered into an Administrative Agreement with the Commissioner for Public Sector Employment (the Commissioner) and complies with the Commissioner's Determinations, Guidelines and the Code of Ethics for the South Australian Public Sector.

The TRB is a self-funded statutory authority where financial planning, management and accountability of Teacher registration fees enables delivery of a broad range of agency functions.

The Senior Finance Officer is accountable to the Manager, Corporate Services,



for providing financial and management accounting services as well as undertaking finance related tasks and projects to support the Registrar and the Board to achieve objectives and outcomes.
The Key Responsibilities Include

- Financial accounting functions including overseeing the completion of the month-end financial reporting cycle, including completion of integral general ledger account reconciliations, bank reconciliations and financial reports.
- Lead the preparation and analysis of statutory financial reports including the annual financial statements, in compliance with Australian Accounting Standards and the requirements of the Department of Treasury and Finance and Audit Office of South Australia.
- Ensure the accuracy of system generated financial reports used to interface with the general ledger.
- Management accounting functions including the provision of regular budget management and variance analysis reports,



assistance in the development of budgets and other organisational budget management information to in order to enable informed Executive decision making.
- Developing and updating policies, procedures, or other improvements to aid the efficiency and effectiveness of the services provided to the organisation by the finance function.
- Providing secretariat support to the Audit and Risk Sub-Committee of the Board.

This role is offered on an ongoing basis at part time (0.8 FTE), at the ASO5 Level, located in the heart of the Adelaide CBD.
Selection Criteria
Qualifications

- An appropriate tertiary qualification with an accounting major, or equivalent experience.

Communication and People Skills





- High level analytical skills to understand and interpret financial information and be able to effectively explain technical concepts and issues to stakeholders orally and in writing.
- Demonstrated ability to collaborate, communicate and liaise effectively with various teams to meet core business needs and to lead change where required.

Continuous improvement and organisational safety

- Seek opportunities to improve organisational processes by contributing to improvement initiatives, fostering best practice financial service delivery, and participating in professional development opportunities.
- A sound understanding of policies and principles relating to equal employment opportunity programs and work health and safety.

Technical Skills

- Demonstrated experience in the provision of financial advice and information to senior/executive levels.
- Demonstrated experience in the preparation of financial statements and reports,



the development of budgets and the analysis and explanation of budget performance variances.
- Experience in undertaking or managing finance and general ledger account management tasks that comply with Australian Accounting principles and standards, and organisational requirements.
- Knowledge and awareness of whole of government financial management framework (Treasurer’s Instruction 28 - Financial Management Compliance Framework), financial processes and systems, and financial statements audit requirements.
- High-level experience and capability in the use of Microsoft Office applications, particularly Excel and business accounting/ERP software systems.
- An understanding of, experience in, and an ability to manage to the spirit and principles of the Premier’s Safety Commitment and the legislative requirements of the Work Health and Safety Act 2012,



utilising AS/ISO31000 Risk Management, or to an equivalent set of standards.

Policy and Analytical Skills

- Demonstrated experience in developing and reviewing financial policies and procedures to foster compliance and best practice management of resources.

The TRB will seek a renewed WWCC and NCCHC every five years.
