About the role:

This role provides high level business support to the Properties Branch through the administration of project and business planning; financial and reporting processes; and the provision of reliable and comprehensive advice and recommendations on issues including:

- Records & risk management;

- Budget, finance and business reporting;

- Human resource management;

- Facilities & technology management; and

- Procurement and contract management and continuous improvement.

Your duties will include:

- Execute financial processes and procedures,

purchase order creation and invoice processing in the contract management finance systems, monthly reporting, transaction analysis, operational support and advice, month end activities including preparing journals and accruals in accordance with corporate requirements and timelines.

- Analysing and assessing issues; and identifying and recommending options through the application of appropriate research techniques and methodologies.

- Prepare and manage the team's core documents, including business plans; business continuity plans; risk registers; governance documents; assurance reviews; property data base and other reports and dashboards.

- Oversee the capitalisation and disposals activities for assets delivered and/or managed by the Property Branch.

- Maintain all records associated with the management of property and property related assets, such as management of Land Holdings report & liaising with Department of Justice on Whole of Victorian Government Land holding reporting.

- Ensure processes and procedures undertaken by Properties Branch are compliant with relevant legislation, regulations, standards, policies and procedures and provide recommendations for remedial action when required.

- Establish and maintain strong, collaborative and productive working relationships with key internal and external stakeholders.

- Work effectively within a team environment supervising, training and motivating administrative support staff in order to facilitate the strategic management of the Property Branch.

As the successful applicant, you will have:

- Appropriate experience undertaking a range of financial management activities, including budget and forecast development, actual financial performance monitoring, analysis and reporting and project/program financial management.

- Ability to perform a range of analytical functions across Properties Divisions and provide quality recommendations around continuous improvement.

- Written and oral communications skills and exercise professional judgement to provide insight into business partnering related policies procedures and services provided.

- Proven ability to apply a hands-on approach to preparing and coordinating reports and other explanatory material for consideration by internal clients in respect of services provided.

- Problem-solving skills to respond to management issues where defined policies and procedures do not always exist and the ability to develop and implement systems and procedures to guide work and track progress.

- Proven ability to recognise barriers and finds effective ways to deal with them.

- Proven ability to supervise, train and motivate administration staff and work successfully and effectively within a team environment, and with minimum supervision.

- Proven ability to monitor client and stakeholder satisfaction, and constructively manage stakeholder issues to ensure positive outcomes for the stakeholder and the Property Division.

- Demonstrated experience in working in a highly sensitive environment and dealing with highly confidential and/or security classified information.

- A proven record of ethical behaviour and a demonstrated commitment to the Victoria Police Code of Ethics and Conduct and the Organisational Values.

Requirements and relevant information:

- One full-time, ongoing position available.

- The position location is Victoria Police Centre, 311 Spencer Street, Docklands.

- Applicants must be an Australian Citizen, Permanent Resident or hold a valid work permit or visa.
