Program Overview

IPOS is a revolutionary business transformation program that the NSW Police is currently undergoing, and this role will have the opportunity to help shape the future of policing. IPOS will deliver total business process redesign. IPOS platform replaces legacy Computerised Operational Policing System (COPS). This is the largest ICT transformation program NSWPF has undertaken. The program will introduce smarter, simpler systems to transform the way we work to better prevent, disrupt and respond to crime, creating a safer NSW for all. It is a multi-year program of work impacting the majority of front line police in NSWPF as well as high impact policing processes. The vendor chosen to support this implementation is Mark43.

IPOS is a phased multi-year program and will replace key outdated operational systems. Phase 1 of IPOS will deliver core policing capabilities, including Computer Aided Dispatch, Forensics and Exhibits Management, significant business process standardisation and rationalisation, and foundational technology and security capabilities. Additionally, the stabilisation of several Core Policing platforms during the implementation phases.

The Phase 1 Portfolio of work will consist of several core and foundational technology workstreams to be governed, managed and supported by a matrix of shared capabilities, provided by internal capabilities, service providers and contingent labour.

We currently have an opportunity for an experienced Change Analyst to join the team and embark on a business transformation program which will help shape the future of policing

About the role

The Change Analyst is responsible for delivering Organisational Change Management activities to ensure the successful adoption of new systems and processes, meeting business schedule and budget objectives, with emphasis on the people side of change. The Change Analyst will be working closely with the Project Manager and Program Change Manager to drive successful engagement, delivery and adoption of new system processes and changes.

About You

The role will suit an energetic, dynamic and flexible team player, possessing expertise in change tools and techniques as well as the ability to communicate effectively about necessary change and engagement activities. We’re looking for someone able to deliver the change management requirements and maintain warm, beneficial stakeholder relationships, partnering effectively across NSWPF, Business, Commands, IT and vendors. You will be challenged to think and solve business problems and identify effective solutions on a regular basis.

You are resilient, a great communicator and negotiator, organised, and a you’re planner with change management experience in technology delivery projects.

This is a temporary role and employment is either as temporary employment under Rule 11 of the Government Sector Employment (NSW Police Force) Rules 2017, temporary assignment under Rule 15 of the Government Sector Employment (NSW Police Force) Rules 2017 or a secondment under section 95 of the Police Act 1990 up to 24 months.

Essential requirements

- 5+ years’ in Change Analysis roles with experience in IT delivery

- Demonstrated ability to work with change management tools and techniques in large agile (scrum) & or hybrid agile-waterfall program environments

- Demonstrable experience in successful stakeholder engagement in complex environments

- Exceptional interpersonal skills including negotiating with others to determine needs and resolve differences

- Experience in change deliverables including impact assessments, change strategies, communications and training plans, communications assets

- Ability to plan, monitor and track tasks, delivering objectives within strict timelines

- Sound organisational skills, with the ability to prioritise

- Excellent communication and teamwork skills

Other requirements

- At least 3 years in government, with law enforcement or working with first responders highly regarded

This recruitment may be used to create a Talent Pool for similar future roles (ongoing or temporary) that may arise over the next 18 months.
