About the Department of Parliamentary Services

The Department of Parliamentary Services (DPS) supports the functions of the Australian Parliament and the work of Parliamentarians through the provision of professional services, advice and facilities, the ongoing maintenance of Australian Parliament House (APH); and ensuring the building, and the important activity that takes place within, are accessible.

Employing over 1,000 people, DPS works to deliver a diverse range of services including: security, reporting and broadcasting, library research, catering, visitor experience, art collections, building design integrity, Hansard, information technology and maintenance.

The Department also has corporate and administrative functions including Human Resources, to support a growing diverse workforce.

The Parliamentary Library Temporary Employment Register

This register is designed to establish a database of appropriately skilled and experienced individuals, who may, at short notice, be further assessed to fill temporary non-ongoing positions for up to 18 months. Non-ongoing (temporary) employment opportunities may be offered on a full time, part time or intermittent / irregular (casual) basis.

Roles within the Parliamentary Library

The Parliamentary Library provides a broad range of research and information services to the Parliament. The Library provides ‘traditional’ library services such as books, journals and newspapers, as well as a comprehensive range of value-added services, including online media monitoring, specialist databases, and statistical and mapping services. The Parliamentary Library is also one of Australia’s major research libraries, providing senators and members tailored and confidential research briefs and general distribution publications on current legislation and on a wide range of other issues of interest to the Parliament.

From time to time positions are available in the following areas:

Library Publishing Unit:

-PSL4-6 will be expected to develop and maintain web and mobile initiatives for the Parliamentary Library, as well publish online research papers, bills digests, blog posts, infographics and special publications using the Sitecore Content Management System. You will also assist with graphic design and layout for promotional material, print publications and social media posts. You will actively develop effective working relationships across the library, have close attention to detail and demonstrate a strong customer focus. Qualifications and/or experience in web publishing and graphic design are highly desirable.

Central Enquiry Point:

-PSL3-5 at the Central Enquiry Point there are two client service roles: library technician/s and librarian. The library technicians provide circulation and document delivery services and should be familiar with library management systems, and bibliographic records. They also assist in other para professional library activities. The client services librarian prepares and provides training to individuals and client groups in accessing library services. They also support the Central Enquiry Point during busy research periods by responding to client requests and assisting with research. Both roles require excellent interpersonal communication skills. Qualifications in library studies/information sciences are essential.

Library Collections and Databases Branch.

- PSL2-5 will be expected to undertake the day-to-day activities related to acquisition and maintenance of library collections, both print and electronic. In Library Databases you will need to have knowledge of database management and understand how to use thesauri. Skills in digitisation, metadata creation and management and technical skills are highly regarded. In Collection Management you are expected to do activities to maintain the library collection including, shelving, creating or amending bibliographic metadata, processing invoices and goods receipting new acquisitions. Qualifications in librarianship/ information sciences are essential.

- PSL6-PEL2 will be expected to undertake the day-to-day management of library collections, both print and electronic, develop and maintain the Parliamentary Library thesaurus and other indexing tools, exercise quality control over database indexing. Manage contract/s for the delivery of purchased content to ensure that timeliness and quality standards are met. Provide advice to the Assistant Secretary and Parliamentary Librarian on appropriate changes to the print, online and social media content selected for and added to Library databases. You will also actively develop working relationships across the library and with clients and other stakeholders that are effective, collaborative and strategic; including supervising, mentoring and/or coaching other staff and undertake tasks related to the management of the section including responsibilities for financial and people management. Qualifications in librarianship/information sciences are essential.

Research Branch

-PSL2-5 will be expected to either provide secretarial and administrative support to information and research staff and the Director of the section, or undertake research activities (including identification, retrieval, analysis and synthesis of information from diverse sources), drawing on subject or specialist expertise. You will also perform writing, advisory, information management and dissemination tasks, including the preparation of reports, information products, publications and papers, section and branch resources.

-PSL6-PEL2 will be expected to provide high quality professional, specialist and technical research on complex issues (including by the identification, retrieval, analysis and synthesis of information from diverse sources) for the benefit of parliamentary clients and internal stakeholders. You will provide high quality analysis and advice to clients and internal stakeholders in relation to the subject areas covered by the section and prepare research papers and information resources on a range of matters to inform parliamentary clients and other stakeholders whilst maintaining the Library’s high standards of scholarship and integrity. You should have strong capacity for research and writing, excellent communications and client service skills and academic qualifications and experience in relevant fields. Qualifications in librarianship/information sciences are also advantageous but not essential.

To be eligible for temporary employment with DPS, applicants must:

- be an Australian Citizen

- satisfy a Nationally Coordinated Criminal history check

- obtain and maintain a security clearance (if required)

- satisfy a pre-employment medical check (if required)

Currently, the Department’s salary range is $50,381 - $138,087

Conditions of Employment

Conditions of employment and rates of pay for non-SES DPS staff are specified in the Department of Parliamentary Services Enterprise Agreement 2017.

Australian Citizenship

Section 22 of the Parliamentary Service Act 1999 requires that employees of the Parliamentary Service must be Australian citizens. If you are not an Australian citizen, you may still be considered for engagement on the condition that you are able to gain Australian Citizenship within a specified time. Failure to obtain citizenship within the timeframe could lead to termination of engagement.

Redundancy Benefit Recipient

If you have accepted a redundancy benefit, within the previous twelve months, from a Commonwealth employer (including the Parliamentary Service and the Australian Public Service), you cannot be employed by DPS until your exclusion period (the number of weeks for which you received a redundancy benefit) has expired.
