Riverina Murray<strong><p><p> <p><p>• Exceptional leadership opportunity<p><p>• Be part of the inaugural Agency shaping the future of disaster resilience in NSW<p><p> <p><p>There has never been a more important time to make sure that communities devastated by drought, bushfires, floods and now COVID-19 are getting the help they need to rebuild and recover.<p><p> <p><p>Resilience NSW is a new Executive Agency in the Premier and Cabinet cluster, established in May 2020, to transform the whole of government approach to disaster management in NSW. Resilience NSW leads and coordinates disaster prevention, management and recovery – learning from experience to drive strategies and investment to reduce risk, build resilience of NSW communities, and give confidence to our communities to live, work and invest in NSW.<p><p> <p><p>Resilience NSW keeps people and communities at the heart of everything it does. By leading a whole of government approach to disaster recovery and resilience, they ensure that people are cared for, acknowledged and empowered – so that all NSW communities are better prepared for and supported on their journey of recovery from any crisis or disaster event.<p><p> <p><p>Reporting to the newly appointed Executive Director, Local Coordination and Service Delivery, these roles offer the unique opportunity to be part of shaping this critical agency.<p><p> <p><p>The Directors will drive strategic engagement with Local Government and local industry, businesses, infrastructure and not-for-profit partners to ensure communities are prepared for, and supported during, relief and recovery from any disaster or event, whilst ensuring an integrated understanding of local context, risk and vulnerabilities to support local stakeholders with effective decision-making and resource sharing.<p><p> <p><p><strong>Key accountabilities are:<strong><p><p> <p><ul> <li>Coordinate the Regional Emergency Management Plan, and regional sub plans ensuring alignment with the State Emergency Management Plan (EMPLAN).<li> <li>Oversee the delivery of major programs and initiatives at the local level to provide insight and understanding of local context, capability and infrastructure.<li> <li>Partner with local governments and communities to build capability and provide practical, coordinated and evidence-based support in emergency management response and recovery activities.<li> <li>Contribute to the development, and oversee the operational delivery, of both strategic and business plans, to ensure alignment between the division and ResNSW strategic objectives.<li> <li>Optimise operational performance, with appropriate controls and processes, across the division to ensure ResNSW’s critical priorities are met.<li> <li>Embed a culture of collaboration, agility and accountability to encourage proactive information flow and knowledge sharing across ResNSW.<li> <li>Partner across divisions to drive ResNSW transformation and build agenda to ensure benefits are realised and risks are mitigated.<li> <li>Lead and coach staff to ensure they have the knowledge, skills and support to achieve agency objectives and drive a culture of high performance, best practice and continuous improvement.<li> <ul><p> <p><p><strong>Key challenges will include:<strong><p><p> <p><ul> <li>Balancing the requirements of the region with the overarching State EMPLAN.<li> <li>Balancing a complex workload of day-to-day obligations as well as strategic long term projects with the competing interests and priorities of multiple stakeholders.<li> <li>Anticipating and responding to challenges which may impede effective delivery against strategic objectives, including identifying mechanisms to mitigate these risks.<li> <ul><p> <p><p>Candidates will need to demonstrate proven experience and track record in regional relief and recovery coordination. Advanced communication skills and ability to deliver outcomes while working in a dynamic environment will be essential, along with demonstrated success in developing high performing, collaborative and engaged teams. Tertiary qualifications in Management or demonstrated equivalent professional experience will also be required.<p><p> <p><p>The Directors will need to maintain constructive relationships and optimise outcomes within a diverse, complex and highly sensitive context, which includes multiple partners and stakeholders at cluster, portfolio, state, national and local levels, each representing the interests of their own constituents.
