The Role
As the Director of the ADF Health Contracts Directorate within the Health Business and Plans Branch of Joint Health Command (JHC), you will plan, lead, manage and report on the contract management of this complex and high value contract. This will require collaboration across JHC on strategic and business related contract activities.
The role and responsibilities of the Director ADF Health Contracts includes the following:
Accountable for providing leadership and direction to ensure a high-level of integration and consistency across the Defence contracting and procurement. Accountable for managing and leading a team, including providing clear and consistent communication, setting clear performance and behaviour standards,



managing performance, delegating responsibility and guiding and developing people. Accountable for managing allocated resources, setting work area priorities, workflows, developing strategies and evaluating business outcomes. Manage, lead and be accountable for contract management activities while ensuring compliance with legislation, procurement policies, processes and procedures. Manage, lead and provide expert advice, assistance and services for procurement and contract management policy, technical, commercial, legal, financial investigation and other requirements as applicable in order to support contract management outcomes. Develop strategic and commercially sensitive contract related documentation including templates, schedules, correspondence, reports, submissions, plans and strategies, risk and performance reviews, contract change proposals and other contract management documentation. Apply and implement legal principles, legislative and mandatory policy compliance obligations and critical commercial risk and performance requirements related to contract management.



Engage, negotiate and persuade clients and stakeholders and respond to complex enquiries and contract management issues, taking the initiative to identify alternative courses of action to ensure resolution. Build, sustain and encourage productive relationships with supervisors, staff and team members and actively participate in team work and group activities. Evaluate and address mitigation strategies for the risks associated with contract management activities, supplier's performance and compliance with mandatory requirements and suggest relevant improvement. Interpret and provide advice and assistance on complex contract management issues. Monitor and manage contract administration, performance and risks against the contract and contribute to appropriate action.



The role is located onsite in Canberra; Flexible Working Arrangements may be considered.
This role is eligible for an additional remuneration benefit known in Defence as a Building Defence Capability Payment (BDCP). This enables Defence to provide a premium, in addition to the base salary otherwise payable under the Defence Enterprise Agreement (DEA), for positions in occupational disciplines/classifications that are critical to Defence capability. About our Team
The Director ADF Health Contracts supports contemporary contract management through leadership of a high performing team, responsible for the oversight and management of the ADF Health Services Contract. The Contract Management team ensures that the contract is fit for purpose now and throughout its life cycle.



The team supports the Director to monitor and manage the contract management framework including administration and governance, performance and risk, access to the contracted health services and contract finance functions and budgets.
The contracted health services (Primary, Secondary and Tertiary Healthcare) include, Integrated Contracted Health Professional Workforce, 24 hour Medical Advice, Triage and Referral Service, Specialised Services, Imaging and Radiology, Pathology, and Occupational Rehabilitation Services.
As the EL 2 Director ADF Health Contracts, you will be adept at managing the relationship with the Contractor and stakeholder requirements of Garrison Health Services and the broader Joint Health Command with respect to the effective delivery of Health Services.
Our Ideal Candidate
As our ideal candidate you will be experienced in managing high value complex contracts.



You will have extensive knowledge relating to the methodology, systems and procedures within the contract management function and have the ability to translate this into strategy and practice. You will provide a strategic level of specialist, professional and technical expertise in Contract Management.
Your understanding of working in government including, legislative frameworks, government decision-making and Defence's mission and policies requirements will be well developed.
You will exercise a significant degree of independence and perform an important leadership role. You will initiate, establish and maintain effective, strong collaborative relationships with a network of stakeholders internally and externally and will have the ability to recognise shared agendas and work toward mutually beneficial outcomes.




This position has people management responsibility and as such you will be required to exercise your people management skills and knowledge to lead a high performing and cohesive team.
As part of a broader EL 2 team in Joint Health Command you will contribute to a dynamic environment through influencing and developing strategies, priorities and contributing to policy and operational practices in support of Defence objectives.
